Growing supply and demand for survey data Lots of support for survey data collection But various issues limit their use • Reliability • Comparability • Accessibility • Usability
Limited support for microdata management Good documentation and dissemination practices will: • Unlock the data, and • Lead to improved data quality • Identify weaknesses in methods • Reveal incomparability ( national question banks) • Increase relevance of data (more use / feedback) • Increase credibility of macro indicators • Increase return on data collection investments
What do national data producers in developing countries need ? • Data entry/editing software (CSPro) • Data documentation tools and guidelines • Anonymization tools • Dissemination policy guidelines • Cataloguing and dissemination tools • Technical and financial support • Links to a community of practice
Two global initiatives International Household Survey Network (IHSN) and Accelerated Data Program (ADP) One of their objectives: Bring international standards (DDI/DCMI) and best practices to developing countries
International Household Survey NetworkIHSN • A network of international agencies • UNICEF, WHO, DfID, UNSD, ILO, PARIS21, FAO, IADB, ESCAP, WB and others • Develops tools and guidelines • Foster coordination among international agencies
IHSN recommended suite of tools: A free DDI-compliant solution Microdata Management Toolkit Data entry software by US BUCEN NADA (National Data Archive) A DDI-based turkey website. Open source. Includes policy statements, data access request forms, data access agreement, DDI-based catalog Anonymization tools (Stata/C++)
Data entry and anonymization tools • Good data archive/dissemination: start at data entry work with CSPro developers • Anonymization: need “transparent” tools; build on what statisticians know develop open source routines for STATA / SPSS / SAS users (with C++ plug-ins)
Microdata Management Toolkitfor Documentation Available in Arabic, English, French, Russian, Spanish. Free for NSOs in developing countries A specialized DDI/DCMI metadata editor Automatic generation of user friendly html/pdf outputs
National Data Archive (NADA) Website for web dissemination A DDI-based pre-packaged website for national data archive. Simple catalog (no database). Dissemination policy/procedure based on UN recommendations. Open source.
Accelerated Data ProgramSupport to countries To establish national microdata archive using IHSN recommended tools • A multi-partners program • 25 countries • In Africa, Latin America, Asia, Middle East • Expected: at least 50 countries by end-2008
Building a community of practice in developing countries • Support to IASSIST participation • Kind support of ICPSR (study tours) • Establish a regional association ? • Foster regional cooperation
