What is the Twelve Year Program? 2017-2028
Financial Guidance Work Group • General and Procedural Guidance • Transportation Investment Plan
Investment Priorities • Bridges on the NHS • Roadway conditions on the NHS • Bridges on the balance of the system • Roadway conditions on the balance of the system
How much must I invest in NHS Bridges? Is your current (Dec. 2014) SD% better (lower) than the statewide goal(5.5%)?
Flexible Funding from Financial Guidance National Highway Performance Program + Surface Transportation Program + State Highway Capital + State Bridge 2015 TIP using Endeca
How much must I invest in Bridges • If SD ≥ 5.5%; at least 40% of total available flexible funds must go to bridges, focusing on the National Highway System • If SD is between 5.5% and 11%; then (20%)+40% • If SD ≥ 11%; at least 60% of total available flexible funds must go to bridges, focusing on the National Highway System
Bridges NHS (15.2% SD) > 11%, then 60% of flexible funding must be invested in bridges
NHS Roadways – Performance Measures • Reduce percent poor IRI • Improve percent of Good and Excellent OPI • Improve/maintain backlog of reconstruction needs for pavements past design service life (poor OPI)
How much must I invest in NHS Roadways? • Is your current (Dec. 2014) IRI and OPI better than the statewide average? • If, % of segment miles with a poor IRI (15%) or poor OPI (10.7%) exceed statewide averages, then CAPACITY EXPANSION will be limited to 5% • OR SD% on the NHS is > statewide goal
Capacity Expansion On the NHS, IRI and OPI exceed the statewide average, thus capacity expansion is limited to 5% (SD% on the NHS would also limit capacity expansion to 5%)
How much must I invest in NHS Roadways? • If, % of segment miles with a poor OPI pavement past design service life, out of cycle exceeds statewide average (21.3%), must utilize 20% of remaining funds for reconstruction/full rehabilitation
Statewide Pavement 21.3% 1,692.2
Reconstruction On the NHS, Past Design Service Life, Out of cycle miles exceed statewide average, thus reconstruction investment of 20% is required 37.8% 508.3
How much must I invest in non NHS Bridges Is your current (Dec. 2014) SD% better (lower) than the statewide goal?
Guideline Range of Roadway Investment Maintenance $ + 409 to be utilized to balance the < NHS system
