Industry (Market) Driven Approach • Identified industrially important species : Bambusa tulda , B. bambos , B. balcooa, B. cacharensis, B. polymorpha, B. nutans, Dendrocalamus asper, D. hamiltonii, Thyrostachys oliverii, Melocanna baccifera • Cluster based processing centers, common facility centers, incubation centers • Aim for improved conversion – complete usage – move to zero wastage • Improved equipment suited to Indian species • Establishment of units and synergy with M/o MSME • Bring bamboo in forests in the value chain being developed
Important industries for NE • Agarbatti – supplier of sticks & raw batti • Engineered bamboo • Supplier of raw mats to other parts of India • Food - Bamboo shoots, vinegar, wine, drinking pipes • Handicrafts – innovation, finishing, branding • Banslochan • Forest bamboo – mandatory blending in fossil fuel • Ethanol – NRL work started • ‘Waste’ utilisation – charcoal, activated carbon, briquettes, cutlery, chopsticks, skewers, tooth picks, powder in agarbatti, home décor, tissue paper, etc
Rejuvenation of Agarbatti units Feedback from ITC • Creation of supply clusters around Guwahati, Meghalaya, Tripura, Arunachal Pradesh, and Gadchiroli (Maharashtra) • Special status to bamboo manufacturing units as that of SEZ units – tax Holidays, cheaper and uninterrupted power, subsidized interest on investment & working capital etc. • Development of bamboo species as that of Vietnam and exploring the possibilities of growing such bamboo across the country • Support to commercial plantations for agarbatti stick making • Manufacturing subsidy for encouraging domestic vendors during incubation period
2nd meeting of NITI Forum for NE Recommendations : • All the links of the value chain viz. primary processing centers, incubation centers, treatment plant, common facility centers, cluster (FPO’s, FPC’s and Cooperatives) etc. are aligned with requirement of industries with forward linkages to bamboo plantations in the region taking into account a regional perspective (hinterland states can supply to bigger industries in one or two states in NER). • Appropriate plantation of the required species through cluster approach and undertaking processing under livelihood schemes should also be encouraged. There is a need to promote ancillary units in the vicinity of the plantations. The investors may be informed about the incentive schemes (NEIDS, 2017) of DIPP for establishment of new industries. A buy back system with remunerative prices for primary processed material as well as contract farming of bamboo with industry is important NEC to set up model CFCs in the States of NER
2nd meeting of NITI Forum for NE • Infusion of Research & Development: • Strong support of research Institutions of CSIR, ICFRE, ICAR for development of value chain (plantation, treatment, primary processing, product development) both by way of technology as well as equipment, tools and machinery. • Network of research institutions and single knowledge portal to be developed for dissemination of information to farmers, entrepreneurs and academics. • NEC, CBTC, RFRI, NEIST (STINER) and NE Bamboo Development Council should to take this forward under guidance of O/o Principal Scientific Adviser to Govt. The North East Cane and Bamboo Development Centre (NECBDC) as approved by the NEC Plenary should be activated by NEC to undertake the role of a converging facilitators for states for support across the value chain • Mandate 15-20% bamboo based constructions in Govt. works to increase demand and awareness on durability and strength of bamboo, included engineered products. Simultaneously there is a growing fraternity of architects working with bamboo who need to be ‘mainstreamed’ into itself to encourage use of bamboo in construction, certain percentage of Govt works should be mandated to be done with bamboo. A mix of round bamboo as well as bamboo should be encouraged, with the support of bamboo designers and architects. NEC should funds construction of model green buildings with modern aesthetics in each State capital
