Goal of EIP • to improve educational achievements of students attending grades 5-10 in basic schools By Rasa Snipiene, Director of PCU
The strategic objectives of EIP • to enhance the quality of teaching and learning at basic schools • to optimize the utilization of education funds and resources By Rasa Snipiene, Director of PCU
Four integrated components of EIP • A. Improvement of teaching and learning conditions at basic schools • B. Creation of the system of education quality management C. Component A Consists of three sub-components: • CA1 – Teaching aids • CA2 – Virtual Environment • CA3 – Teacher Training By Rasa Snipiene, Director of PCU
Component B Consists of four sub-components: • CB1 – Education Management Information System • CB2 – Policy Analysis • CB3 – Assessment of students’ achievements • CB4 – Internal and External Audit By Rasa Snipiene, Director of PCU
Component C • Renovation of 62 basic schools By Rasa Snipiene, Director of PCU
Component D Consists of three sub-components: • CD1 – Recommendations for School Net Optimization • CD2 – Transportation of students • CD3 – Reinvestment of Funds By Rasa Snipiene, Director of PCU
Expected results of Component A • Quality of education will improve in 70% of basic schools • 6000 teachers are taught to use new methods of teaching/learning and student assessment, IT and new teaching aids • 400 basic schoolsprovided with modern teaching aids and virtual environment software • 250 consultants prepared to spread innovations • 400 principals are taught to plan and improve their schools By Rasa Snipiene, Director of PCU
Expected results of Component B • EMIS and a trained PA group in place, and education managers of all levels use EMIS and policy analyses reports for making decisions to improve the quality of education • National system to assess students’ performance in place, reliable information is used for improvement of education quality • Internal and external audit methodologies and procedures in place, schools and municipalities capable to monitor and improve the quality of education By Rasa Snipiene, Director of PCU
Expected results of Component C • 62 basic schools renovated • Heat energy and electric power saved (about 30-40 ) • Learning conditions for students improved (t - 18 C) • LTL 5 million saved • buildings’ service life prolonged by 23 years on average By Rasa Snipiene, Director of PCU
Expected results of Component D • Municipalities trained to draft plans for optimization of school network minimizing social tensions • 100 Yellow Buses bought • Documents prepared for reinvestment of the saved money back into the quality of education By Rasa Snipiene, Director of PCU
Idea of EIP • To assist municipalities in creating a model school with: • teachers trained and able to assess and improve their schools • modern equipment and teaching aids in place • renovated By Rasa Snipiene, Director of PCU
Financing of EIP • 51, 942 mln EUR in 3,5 years: • 29 mln EUR – WB loan • 13,833 mln EUR – Budget of the Government • 9,109 mln EUR - Budget of the Municipalities • Extra expenses by MES and various Funds By Rasa Snipiene, Director of PCU
