States rights ( fear of government) • The Articles of Confederation • First form of government for the new nation • State held most of the power • Weak Central Government
Weakness: • Central Government could not collect monies to settle debt: (60,000,000) • Shay’s Rebellion • Thomas Jefferson to express the view that "a little rebellion now and then is a good thing" for America. One vote per state regardless of size • Congress could not collect taxes • Could not regulate trade • No Executive • No Court
Restructuring the Government • In 1787 representatives from the thirteen states came to Philadelphia to design new government: • Three Branch System Bicameral legislation: Senate and the House of Representatives • Check and balances
Ratification: • Federalist vs. Anti-Federalist • Bill of Right: clearly state the rights and privileges of Americans: 1st Ten Amed.. • 1789 George Washington elected 1st president.
