Think Family Expansion (TFX) • affect a systemic change in the quality and volume of multi agency working with vulnerable families and children, using a single assessment and plan • develop effective family support practice and sustainable model of partnership working for vulnerable families • improve outcomes for all families taking part • improve community resilience
TFX • a national programme to help ‘local authorities get to grip with whole families and deal with their problems at ‘root cause’ • a 3 year programme intended to ‘turn around’ the lives of families who have a multitude of difficult issues • involves a payment by results scheme • intended to turn around 1165 families in West Sussex
TFX - criteria • Has a child who has been subject to permanent exclusion; three or more fixed school exclusions across the last three consecutive terms or is in a pupil referral unit because they have been excluded or is not on a school roll; and/or has had 15% or more unauthorised absences or more from school across the last three consecutive terms; or is a concern to the head teacher • Households with one or more under 18 year old with a proven offence in the last 12 months; and/or where one or more members of the family has an anti social behaviour order, anti social behaviour injunction, anti social behaviour contract or where the family has been subject to a housing related anti social behaviour intervention in the last 12 months • Have an adult claiming unemployment benefit
The Delivery Model • intensive support – West Sussex Family Intervention Project and Crime Reduction Initiatives (CRI) • intermediate support – ‘Our House’ (CAF plus) and Worth Services • neighbourhood support – district based key workers
Think Family Expansion Employment Advisers • To ensure that all TFX families who meet the criteria for worklessness are receiving support from the most appropriate ‘DWP’ provider • To ensure that all families who meet the criteria for worklessness are actively considered for Progress, and that partner agencies understand the criteria for referral to Progress • To develop the knowledge and confidence of all Think Family key workers (though mostly at the intermediate and neighbourhood levels) in the area of supporting families who are out of work through better understanding of those families, better understanding of how to talk about worklessness with those families and through better knowledge of the support available from employment services
Think Family Expansion Employment Advisers • To ensure that those families with needs most directly linked to worklessness are supported • To ensure that partner agencies, including the DWP, understand and, where possible, contribute to the aims of Think Family Expansion • To increase the levels of employment in Think Family Neighbourhoods
