Applying a Systems Thinking Lens to Healthy Eating through Strategic Partnership & Collaboration
Prevention is paramount City of Whittlesea overweight / obesity rate = 55.4% (2011-12)
Community Impacts In the City of Whittlesea: • On average “discretionary foods” constitute just over one third (35%) of total energy consumed by the average adult. • Only 9.3% of females and 5% of males meet the dietary guidelines for vegetable consumption. • Less than 50% of men and women meet the dietary guidelines for fruit consumption each day. • Diet related chronic diseases rank in the top 10 health concerns. • There are two times as many fast food outlets as supermarkets, green grocers or fresh food outlets.
Healthy Together – ‘whole of systems thinking’ HTW is addressing these trends by: • Establishing local/regional/state partnerships and mobilising a skilled health promotion workforce to build leadership capacity and momentum to initiate micro and macro systems change •Working to make healthy choices easy choices through creating opportunities and environments that support healthy eating and physical activity, reduce smoking and harmful alcohol use • Leveraging policy to influencing, informing and activate systems change •Engaging, resourcing and supporting settings such as community groups, workplaces, schools and early childhood services to improve the health of their ‘settings’ •Engaging, activating and empowering our local community to play a role in shaping decisions that impact on their health
Food System Reorientation Healthy Food Connect model I. Strengthening local (or regional) healthy food systems II. Creating more supportive environments for healthy eating, and III. Increasing local access and availability of healthy (leading to increasing consumption of fruits and vegetables)
Mobilising the Partnership – leadership momentum Partners identified for a win, win, win • Melbourne Markets – Fresh produce distributor, reach throughout retail sector • Department of Health – state-wide resources, partners and wider application • City of Whittlesea – local drives, local influence, workforce capacity • City of Hume – local drives, local influence, workforce capacity, scale-ability • Heart Foundation – content expertise, training capacity • Nutrition Australia – nutrition advice and expertise (TBC)
Opportunities for Collaborative Action Key Opportunities for action: • Undertake a Market Fresh Community Guide review and resource dissemination strategy ensuring to ensure: - Accessibility of language - Consistence of messages with dietary guidelines - User friendliness • Development of Market Fresh Community Guidedistribution and dissemination plan to communities across Victoria (and Aust)
Additional Project Opportunities include: • Scoping the opportunity to work in partnership with the MMA to coordinate and implementPD training for local retailers (on the maintenance of a fresh produce and a clean and attractive premises). • Scoping the use of technologyto build the capacity of small businesses and greengrocers to promote and grow their businesses via the internet - across the state (and nationally). • Scoping the use of Healthy Vending Machines to dispense fruit and vegetables/cold cut sandwiches at commuter hot spots (ie. Train stations) state wide and nationally – to increase healthy food access and availability • Food Industry partnership scoping, to investigate opportunities for engaging local food manufacturers to increase use of Australian fruit and veg in their products (activating MMA industry contacts).
Lessons so far... What has worked for Whittlesea City Council • Know the key issues/barriers within your municipality • Be clear and clearly communicate of objectives and purpose • Strategically engage the right mix of partners to meet your purpose • Maximise your resources by knowing what each party can offer • Engage partners around a vision and co-create the plan • Inspire shared ownership and collective leadership • Clarity of and adherence to theoretical model • There is an alternative to ‘paring back’ ideas to fit within budget, resourcing capacity, scope - and it is to maximise partnership opportunities to ‘think big’
