Honor Case Processing • Clarifications • Informal Clarification: if anyone suspects an honor violation, they are required to conduct an informal clarification (they become the initiator) • If the initiator’s conscious is clear, no further action is required • If the initiator’s conscious is not clear, a formal clarification is conducted • Formal Clarification: the respondent’s Primary Honor Officer conducts the formal clarification • If all members agree no honor violation occurred, no further action is required • If any member still suspects an honor violation occurred, the case is “called-in” to CWCH
Case Determination • Cadet Honor Officers conduct investigations • Collect MFRs from initiator, respondent, witnesses • Serve the respondent with a Letter of Notification (includes all respondent rights and the written allegation) • Case reviewed by Group Honor & Wing Honor Chairs & Director of Honor • Determine if the allegation is valid and if substantial evidence of a violation is present
Violation Determination • If the respondent denies the allegation their case is seen before a Wing Honor Board (WHB) • 6 of 9 cadets must be convinced beyond a reasonable doubt that both act/intent occurred • If found in violation, a WHB Sanction Recommendation Panel (3 Honor Cadets) recommends a sanction (the presumptive sanction is disenrollment) • If found not in violation, no further action required. However, the WHB Chairman may recommend to the AOC that the respondent be placed in the Honor Mentorship program • If the respondent admits to the allegation their case is seen before a Cadet Sanction Recommendation Panel (3 Honor Cadets) • The violation is validated • A sanction is recommended based on the four factors (Time under the code, Egregiousness, Forthrightness, Type of Report)
Sanctions Determination • Once found in violation, the respondent is no longer a “Cadet in Good Standing” • Removal of all rank, academic year and summer leadership positions, all Academy representation (i.e. sports, clubs, etc.), merit lists, restricted to the base, loss of privileges: wearing of civilian clothes, audio/video for entertainment • Sanction recommendations (CSRP/BSRP Chair, CS/CC, AOC, GP AOC, CWCH) and the case file are submitted to USAFA/CW for a sanctions determination • USAFA/CW has two options: • Recommend suspended disenrollment and place the respondent in Honor Remediation (Probation or Rehabilitation) • The respondent begins a 3 month or 6 month program • Recommend disenrollment to USAFA/CC • The respondent may either resign (RILO) or appeal
USAFA/CW’s Role in the System • Oversight of Honor System • Chair annual Honor Review Committee (meets in fall) • Daily oversight the responsibility of CWCH • Sanction cadets in violation of the Honor Code • Remediation (Probation/Rehabilitation) or Disenrollment • Cadet sanctions recommendations • Honor Executive Committee (Wing/Group) • Weekly standups (case review & remediation updates) • Monthly meetings
Math 142 Cases • 96 cadets suspected of cheating by using an unauthorized resource (Wolfram Alpha website) during their Math 142 (Calc II) Fundamental Skills Exam (FSE) • Initially discovered by Math Dept by comparing and noticing a significant drop in scores from their Final Exams that included sample problems from their FSE • After comparing computer log dates/times with when they were in the FSE, it was determined that 78 cadets had potentially used the unauthorized resource
Math 142 Admits • 74 cadets admitted to using the unauthorized resource with the intent to cheat • 67 cadets were recommended by the Cadet Sanction Recommendation Panel (CSRP) Chairman to be placed in Honor Probation for 6 months • CW placed the respondents in Honor Probation • 7 cadets were recommended by the CSRP Chairman for disenrollment • 1 placed in Honor Probation by CW • 5 recommended by CW for disenrollment • 1 on hold (resigning)
Math 142 Denies • 4 cadets denied intent to cheat • 1 found in violation at a Wing Honor Board (WHB) • Recommended for disenrollment by the WHB Sanctions Recommendation Panel (WHBSRP) Chairman. • Disenrolled by USAFA/CC for academic deficiencies • 1 found not in violation • 2 pending WHBs
