3. A national referral mechanism can be defined as a comprehensive institutional framework, which is normatively based on the human rights principles and standards enshrined in the international legal instruments and national (domestic) legislation. It is set up at a national, regional and local level and is operationally directed at expediting, streamlining, facilitating and sustaining effective identification, protection and assistance as well as rehabilitative and other multiple services and care provided in a timely manner to potential, presumed and actual survivors of gender-based violence by relevant State agencies, as duty-bearers. The latter will work in close, well-coordinated cooperation and strategic partnerships with civil society actors and local communities, aiming at GBV survivors’ full recovery, facilitating prevention of gender-based violence and prosecution of perpetrators and offenders and ultimately fostering empowerment of women and their de facto enjoyment of rights.
