  1. Owning the quality of your distance education curriculum through compliance ASCCC Curriculum Institute 2011 Carolyn Holcroft, Foothill College Michelle Pilati, Rio Hondo College

  2. Overview Defining Distance Education* Current regulations* Local processes for determining suitability 2011 Updated Accessibility Guidelines *2008 DE Guidelines – Chancellor’s Office Academic Affairs Division

  3. Defining Distance Education (DE)- Curriculum & Instruction Any amount of instruction time Title 5 §55200: DE means instruction in which the instructor and student are separated by distance and interact through the assistance of communication technology… All DE is subject to the general requirements of this chapter as well as the specific requirements of this article…

  4. § 55206: Separate Course Approval ASCCC Curriculum Institute If any portion of the instruction in a proposed or existing course or course section is designed to be provided through DE in lieu of face-to-face interaction between instructor and student, the course shall be separately reviewed and approved according to the district's adopted course approval procedures.

  5. § 55202: Course Quality Standards The same standards of course quality shall be applied to any portion of a course conducted through DE as are applied to traditional classroom courses, in regard to the course quality judgment made pursuant to the requirements of section 55002, and in regard to any local course quality determination or review process. Determinations and judgments about the quality of DE under the course quality standards shall be made with the full involvement of faculty…

  6. § 55002. Standards and Criteria for Courses (2) Standards for Approval. • Grading Policy. • (B) Units. (C) Intensity. (D) Prerequisites and Corequisites. (E) Basic Skills Requirements. (F) Difficulty. (G) Level. (3) Course Outline of Record. (4) Conduct of Course. Each section of the course is to be taught by a qualified instructor in accordance with a set of objectives and with other specifications defined in the course outline of record.

  7. § 55204: Instructor Contact In addition to the requirements of section 55002 and any locally established requirements applicable to all courses, district governing boards shall ensure that:(a) Any portion of a course conducted through DE includes regular effective contact between instructor and students.

  8. Separate Approval ASCCC Curriculum Institute 2011 How this is done and what is involved is a local decision – but there are some common goals. Ensure that course is being taught to the existing course outline of record. Why is this important?

  9. Separate Approval – Why? ASCCC Curriculum Institute 2011 • Articulation is based on the course outline of record – if and when courses are not taught to the COR, all articulations are placed in jeopardy. • May be the only quality check. • Ensure compliance with all regulations. • Title 5 • Accessibility

  10. Separate Approval ASCCC Curriculum Institute Must provide “regular and effective contact between instructor and student,” as defined locally. Methods of Instruction and Methods of evaluation may change, but neither content nor objectives – we still teach to the existing COR. How may change, but not what.

  11. Separate Approval ASCCC Curriculum Institute 2011 What should you look for when approving online course addenda? Can the course objectives be achieved via DE? Do the methods of instruction seem plausible when applied via DE?

  12. Separate Approval ASCCC Curriculum Institute 2011 Are a variety of DE content delivery methods used that link back to the course objectives? Do the methods of evaluation make sense? Are there integrity concerns that need to be addressed?

  13. Separate Approval ASCCC Curriculum Institute 2011 Has consideration been given to compliance with accessibility guidelines? Is ensuring accessibility a component of your approval process?

  14. 2011 DE Accessibility Guidelines Title 5 §55200: …In addition, instruction provided as DE is subject to the requirements that may be imposed by the Americans with Disabilities Act and section 508 of the Rehabilitation Act of 1973, as amended.

  15. DE Accessibility Guidelines for Students with Disabilities DE Accessibility Guidelines Task Force, Issued January 2011 “…provide an expansion of the guidance provided in the interim document, Distance Education Guidelines, 2008 Omnibus Version.”

  16. 2011 DE Accessibility Guidelines “…intended to align with current technological access issues that colleges face in the delivery of DE courses, while offering practical solutions and strategies to address these accessibility challenges.”

  17. Updated DE accessibility guidelines reflect: • Concept of Universal Design • New state regulations re: DE • Re-evaluation of global standards on access • New technologies • Unintentional barriers created by technologies

  18. DE Today • Increased scrutiny • “Student authentication”
