COLLECTION • Percentage of collection for the county as a whole? For each city? • Look at a new way to collect municipal solid waste? Private hauler to permit hauler? Franchise the area collection? Continue municipally owned and operated system? • Universal collection to mandatory door-to-door?
DISPOSAL • Need ten year capacity assurance for disposal of waste. • Review tons disposed from county year to year. Has it increased? Increase due to higher collection percentage? • Reduce amount of waste disposed in landfills to maintain or cut dollars spent by consumer.
RECYCLING/REDUCTION • What markets are available for the recyclables in my area? • Consider siting of recycling center. • Take the time to visit neighboring counties. • The Ky. Pride Fund has grants to build recycling infrastructure. • Work with schools and local and state offices to increase recycling tonnage.
OPEN DUMPS and LITTER • Encourage reporting of illegal open dumps. • Meet with advisory committee to discuss litter issues of prevention and education. • Economic development is tied into cleanliness of area. • Take advantage of the Ky. Pride Fund - grants are available for illegal open dump & litter cleanup, abatement and education.
SITING • Counties use a siting ordinance or siting procedures in place of planning and zoning. • May include permission from governing body prior to the establishment of a solid waste management facility – can include anything from a contained landfill to a transfer station to a recycling center to a < or > 1 acre Construction Demolition Debris landfill. • KRS 68.178 allows a governing body to assess a fee to be paid to the county.
Enforcement • Meet with advisory committee to review ordinance to ensure each component of the plan has a procedure to follow as necessary to retain/encourage compliance. • A tiered approach to enforcement is preferable. • Encourage a community approach – talk with various clubs, police, neighborhood watch groups to plan a positive approach.

FINANCIAL MECHINISIMS • All grants should be a line item in the governing body budget. • Track all in-kind, grant fund, and non-grant funded items to determine true cost of operating program. • Buy a scale if you operate a transfer station, recycling center, landfill, etc. • Operate all programs as a business – not like a business.
2013 – 2017 Submission Requirements • Original & copy of 2013 – 2017 SWMP Update • Chapter 1 signatures written in blue ink • Resolution by governing body approving submission of updated SWMP • Public notice – original tear sheet or copy of public notice w/ affidavit from newspaper • Refer to 401 KAR 49:011 Section 2
2013 – 2017 SWMP Update Timeline • October 1, 2012 (Monday) 2013 – 2017 SWMP Update Due • August 1, 2012 (Wednesday) Begin 30 Day Public Information Process • September 1 – 30, 2012 Allows a month for governing body approval
