  2. Shrimp and Groundfish Purpose: • To establish functioning policy cycles at the sub-regional, national and local levelsusing best scientific information available • Implement some main recommendations generated by WECAFC Working Group since 1986

  3. Shrimp and Groundfish Specific Objectives: • Improving fisheries governance in the Brazil-Guianas shelf. • Identifying and engaging the stakeholders in each stage of the policy cycle. • Improving the operation of the policy cycle at the sub-regional, national and local levels. • Improving the linkages between the sub-regional cycle and other relevant cycles. • Identifying an appropriate sub-regional decision-making mechanism/forum.

  4. Shrimp and Groundfish Activities: • Stakeholder analysis, capacity to participate in policy cycles. • Strengthening stakeholder organisations. • Analysis of institutional capacity; strengthening. • Evaluate the existing policy cycles; strengthening. • Identify options for a sub-regional decision-making mechanism/forum.

  5. Shrimp and Groundfish Activities: • National stakeholder meetings to review the recommendations from the evaluation exercise, including the proposal for a sub-regional decision-making mechanism/forum; obtain their inputs. • Convene the WECAFC Ad Hoc Working Group on Shrimp and Groundfish Resources in the Brazil-Guianas Shelf to review outputs and the proposal for a sub-regional decision-making, mechanism/forum. • Operate the policy cycle at all levels at least once.

  6. Shrimp and Groundfish Outputs: • Strengthened fisheries administrations and stakeholder organisations. • Report which includes an evaluation of the policy cycles and linkages with recommendations for their improvement and proposal for a sub-regional decision-making mechanism/forum.

  7. Shrimp and Groundfish Outputs: • Agreement and consensus on the recommendations for the improvement of the policy cycle and on an appropriate sub-regional decision-making mechanism/forum. • Implementation of the recommendations for the improvement of the sub-regional and other relevant policy cycles and linkages.

  8. Shrimp and Groundfish Partners: WECAFC/FAO • Overall coordination. Technical inputs and backstopping through the WECAFC ad hoc Working Group. CRFM • Coordination among CRFM member countries and technical inputs. IFREMER • Technical inputs. Facilitate Participation of French Guiana. .

  9. Shrimp and Groundfish Partners: Countries/Fisheries Administrations • Implementation of project activities and decisions, recommendations. Fisher, vessel owners, vendors, processors, exporter’s organizations • Provision of data and information. Participation in the implementation of project activities. Implementing decisions.
