  3. eLOMA • Signed MOU with NFDA in Dec. 2008 on coordinating training and usage of eLOMA • Working with NFDA on oversight and certification strategy for eLOMA usage • Excited to give access to new users • We stand ready to get new certified users access to eLOMA

Transition to Digital Maps • October 1, 2009 • FEMA will only provide digital flood hazard maps and flood insurance studies • Except • Communities receiving updated flood hazard maps will receive paper copies of their maps and study • Impact map updates with effective dates of 4/1/2010 and later

Transition to Digital Maps • The Benefits of Digital • Significant advantages in capability and precision • Reduce costs associated with paper map production, handling and storage • Encourage use of quality local data • Enable stakeholders who have already adopted digital technology to use it for NFIP purposes

Map Mod to Risk MAP • Map Mod Map brought NFIP mapping into 21st century • In 2009, efforts continue to reach program goals: • Build a digital GIS platform for flood hazard maps production and accessibility • Develop flood hazard maps for 92% of population and make available through new platform. • Ensure 75% of flood hazard boundaries meet standards for horizontal accuracy. • Refresh 30% of flood hazard data • Risk MAP builds on success of Map Mod

  7. What is Risk MAP? A seamless program of flood hazard mapping, risk assessment tools, and mitigation planning Established in order to leverage the successes of Map Modernization and further enhance the usability and value of flood hazard mapping Intended to encourage beneficial partnerships and innovative uses of flood hazard and risk assessment data in order to maximize flood loss reduction

  8. Vision Through collaboration with State, Local, and Tribal entities, Risk MAP will deliver quality data that increases public awareness andleads to action that reduces risk to life and property.

Risk MAP and NFDA • What will stay the same? • Rules and regulations familiar to NFDA • FEMA’s customer focus and successful relationship with NFDA • What will change? • Encourage the leveraging of data to include other natural hazards • Increased public awareness about risk • Collaborate to promote a more sophisticated message on risk

  10. Flood Hazard Data • Goal 1: Address gaps in flood hazard data to form a solid foundation for risk assessment, floodplain management and actuarial soundness of the National Flood Insurance Program. Flood Study Determination by Type

  11. Public Awareness/Outreach • Goal 2: Ensure that ameasurableincrease of thepublic’s awareness and understanding of risk resultsin ameasurable reduction of current and future vulnerability.

  12. Hazard Mitigation Planning • Goal 3: Lead and support States, local, and Tribal communities to effectivelyengage in risk-based mitigation planning resulting insustainable actions thatreduce or eliminate risks to life and property from natural hazards.

  13. Enhanced Digital Platform • Goal 4: Provide anenhanced digital platform that improves management of Risk MAP, stewards information produced by Risk MAP,and improves communication and sharing of risk dataand related products toall levels of government and the public.

  14. Alignment and Synergies • Goal 5: Align Risk Analysis programs and develop synergies to enhance decision making capabilities through effective risk communication and management.

Objectives • Assess the Nation’s flood risk and use this information to increase public awareness of risk • A consistent, quantitative flood risk assessment to track progress toward reducing flood risk • Increase public awareness of risk from natural hazards • Establish a baseline of local knowledge and understanding of risk management concepts • Ensure 80 percent of Nation’s flood hazards are current • The flood hazard data must be new, updated, or deemed still valid • Continue to meet statutory NFIP requirements by assessing, on a watershed basis, the need to revise and update all floodplain areas and flood risk zones identified, delineated, or established
