Vision • Success in establishing organic English language skills within the Iraqi security community in order to have a working relationship with coalition and other armed forces so as to effectively perform duties required by the government of Iraq.

Development of Instructor Capability • “To establish an organic English instructor capability to meet the ELT requirement in Iraqi Defence.” • Deliver Train the Trainer courses • Improve Quality of Instructors
Assessment & Standards • “To establish a regulatory framework for ELT assessment and entry standards to standardize procedures. To establish an approved policy for English language offshore training requirements to ensure the appropriate selection, training and assessment of selected personnel.”
Methodology • “To establish and implement best practice methodology for General English, English for Specific Purposes and Refresher to ensure effective training delivery”

Conclusion • English Language Program will only succeed if act on long term requirement rather than short term need.
