Energy performance a long history • Law n. 10/91 “Measures on energy” and decree 380/01 “General regulation on buildings” • Energy certification • Performance and maintenance of thermal plant • Control and inspections of thermal plants • Legislative decree n. 192/2005 implementation of the Directive 91/2002 • Legislative decree n. 311/2006 integration to the former decree

The Implementation of the Directive • Main points • General criteria for calculation methodology • General criteria for certification • heating or cooling plants performance & maintenance • Criteria for the next guidelines • Collection of data and monitoring • State of the art • To be issued general guidelines on: • professional requirements and accreditation of experts • energy performance of public and supported buildings • detailed energy performance calculation • Many Regional Authorities issued their own regulation

The Implementation of the Directive • Implementation period • energy declaration • 1° January 2007 for Public buildings and for accession to grant • Obbligation for trading and renting • 1° July 2007 – building > 1000 mq • 1° July 2008 – building < 1000 mq • 1° July 2009 – all • Main requirements for the elaboration of the energy consumption buildings are based on • Thermal plants (essentially) • Cooling and heating • Use of RES
