EUREKA is a pan-European network for market-oriented and industrial R&D. “EUREKA supports the competitiveness of European companies through international collaboration, in creating links and networks of innovation. The objective is to bring high quality research and development efforts to the market and to use the multiplying effects of co-operation. The aim is to advance and improve the quality of life” Main features: • An industry-driven • Non-bureaucratic (flexible and dynamic support); • Flexible initiative for cross-border projects; • High-tech research and development in Europe; • A frame for co-operation to small and large companies; • Platforms for strategic collaboration; • Expertise for market-oriented R&D projects;

3. Chair Members Associate country NIPs Who compose EUREKA pan-European network: • EUREKA was established in 1985 by 17 countries and the European Union. • Today 34 countries and the European Union are full EUREKA Members, while many more countries, particularly in Central and Eastern Europe, have some form of associate status. • In addition, several countries from Central and Eastern Europe have set up National Information Points. These so-called “NIP-Countries” are on the road to full membership.

EUREKA Main Guidelines • Generation of innovative projects; • Supporting strategic projects: • Large scale European projects (and with world-wide impact); • High degree of risk and know-how sharing; • Projects with government involvement and support; • Foster the participation of SME: • Assistance in establishing partnerships; • Building Networks; • Involvement of Central and Eastern European States; • Opening EUREKA too world-wide Co-operation; • Improvement of the efficiency of the EUREKA network and continuous dialogue with industry and scientific community.

EUREKA projects offer flexible frameworks for • Collaboration: • Cluster programmes • EUREKA’s cluster programmes set a practical framework for cooperation and are managed by industry itself.They are longer-term, strategically significant projects aimed at developing generic technologies of key importance for European competitiveness. • Umbrella projects • Umbrellas are networks which focus strategically on a specific thematic area of technology, creating pan- European synergies between organisations, networks, etc. • Individual projects • Operating on a smaller scale than cluster or umbrella projects, an individual or single project is originated by a team of two or more organisations sharing a common interest in developing products, processes or services which represent a significant advance in their sector. 10. EUREKA Annual Report 2002/2003 EUREKA Program Evaluation – Umbrella Projects Project E!1440 FACTORY FACTORY, one of EUREKA’s most prolific and successful umbrellas. FACTORY is a good example of the growing and productive collaboration between EUREKA and other European innovation programmes.
