Wisconsin TIME ProgramWisconsin’s Incident Clearance Law • Requires motorists involved in crashes to – if the vehicle is able to be driven and no one is injured in the crash – move the vehicle to a location where it will obstruct traffic as little as possible • Increases authority of law enforcement and other response agencies • Grants immunity from civil damages

WisDOT Statewide Traffic Operations CenterMonitor Traffic Conditions • System detectors are used to collect speed and volume data • Data collected is used to create travel times and populate system congestion map • Currently piloting two probe technologies: • Fleet-based solution • Mobile phone-based solution

WisDOT Statewide Traffic Operations CenterMonitor Traffic Conditions • Direct link to the Milwaukee County Sheriff’s Office computer-aided dispatch (CAD) • Incident details populated into STOC database and displayed on congestion map • Direct link to the State Patrol CAD planned for 2008 • Closed Circuit TV (CCTV) Camera images monitored by STOC Operators and used to locate traffic incidents • Milwaukee & Madison • Access to IL Tollway Video

WisDOT Statewide Traffic Operations CenterInterCAD Project • Purpose is to integrate real-time traffic incident data from the Wisconsin State Patrol CAD system into the STOC Advanced Traffic Management System (ATMS) • The Traffic Operations and Safety (TOPS) Laboratory WisTransPortal Data Hub, located at the University of Wisconsin-Madison, will provide data translation and archiving capabilities for the project. WisDOT Statewide Traffic Operations CenterSystem Maintenance New Approach: • Contractor selection based on Request for Proposals with cost totaling 25% of award criteria • One contract for all statewide ITS • One point of contact for ITS Maintenance • Multiple sub-contractors used • Activity based payment type • Approximately 150 pay items representing the most common ITS Maintenance and repair tasks • Work outside of those 150 pay items is dealt with on a time and materials basis • Allows for a true accounting of maintenance costs per field device

WisDOT Statewide Traffic Operations CenterSystem Maintenance Advantages of New Approach: • Significant statewide cost savings • Enables maintenance budget to be used for some major repairs • Provides consistent level of support between regions irregardless of quantity of field devices • Easily expanded for new ITS deployments • Provides excellent data on “real” maintenance costs for planning purposes • Has expedited process of parts procurement • Decreased device down-time
