  1. FAA Ground to Ground ATN Implementation Plan Presentation ATN 2.5 by H. Tran Varadero, Cuba May 2002

  2. FAA Ground to Ground ATN Implementation Plan • FAA ATN Backbone Infrastructure • FAA ATN Applications

  3. FAA ATN Backbone Infrastructure

  4. Current FAA Data/Voice Communications Networks Packet Switched Network (PSN)Users include: AFTN, MSN, WMSCR, TDWR, TMS, CNS, …etc. National Airspace Data Interchange Network II (NADIN PSN) X.25 Wide area network service for both dedicated and dial-up.Users include: FAA Headquarters, Regional Offices, Aeronautical Center, Technical Center, OCC, NOCC, AFSS, and…etc. Administrative Data Transmission Network(ADTN) TCP/IP Switched voice and data, video conferencing, bandwidth on demand and dynamic adaptive routing.Users include: ARTCC and ATCSCC Bandwidth Manager(BWM) Data Multiplexing Network(DMN) Use multiplexing techniques enable number of independent data signals to be consolidated into a single transmission channel.Users include: Radar data, weather data, ASOS, VORTAC, …etc.

  5. Current FAA Data/Voice Communications Networks (cont.) Air-to-Ground links, ATS Ground-to-Ground Communications, and Backbone circuits Leased Interface Network Communications Service (LINCS) Dial-up services for administrative and routing communications. Users include: FAA Headquarters, Regional Offices, Aeronautical Center, Technical Center, OCC, NOCC, AFSS, and…etc. Federal Telecommunications Service (FTS)

  6. CLNP VOICE TCP/IP Frame Relay X.25 Future FAA Data/Voice Communications Network FTI (FAA Telecommunications Infrastructure) FTI ATM

  7. ATN Subnetworks • A subnetwork is part of the communication network, but is not part of the ATN. • It is defined as an independent communication network, which is used as the physical means of transferring information between ATN systems.

  8. ATN Subnetworks (continued) • Almost any data communications network can be an ATN subnetwork: • X.25 • Frame Relay • IP • LAN • Aeronautical Mobile Satellite • VHF Digital Link • Leased Lines, etc ...

  9. ATN BIS ATN BIS ATN BIS FTI ATN BIS Future FAA ATN Network FAA will use FTI to serve as a telecommunications subnetwork for supporting FAA domestic ATN

  10. FAA ATN Program Plan Current FAA ATN Plan: • Implement BIS routers network to support the domestic and global ATN networks • Implement AMHS servers to support Ground-to-Ground the Aeronautical Message Handling Service • Implement CPDLC to support Air to Ground data communications

  11. FAA ATN Program Plan (Continue) Future FAA ATN Plan: • Continue evaluate other Ground to Ground and Air to Ground ATN applications

  12. Current FAA ATN Program Plan • FAA Ground to Ground ATN BIS routers implementation plan: • ZOA (Oakland) • ZMA (Miami) • ZNY (New York) • ZLC (Salt Lake) • ZTL (Atlanta)

  13. FAA ATN Applications Implementation

  14. FAA Existing AFTN • Existing AFTN is a point-to-point X.25 infrastructure, confirmation is required • AFTN messages are required to be processed by a transit station (ZLC Salt Lake or ZTL Atlanta) before they can be forwarded, including transited messages • Non deliverable AFTN messages is required to store and forward

  15. FAA AFTN/NADIN Current Architecture ARINC Airlines NADIN APN MSN / AFTN (ZLC & ZTL) NNCC ADNS Gateway Gateways (ZDC & ZOA) Gateway NWS X.25 SITA Airlines PSN X.25 X.25 AFTN Foreign CAAs MS Gateway X.25 Gateways X.25 NADIN PSN (X.25 & Frame Relay) X.25 AFTN Terminals X.25 Airlines X.25 FR G/W Concentrator IP Routers RUMS Airlines TCP/IP USERS

  16. ATN G/G ApplicationsAMHS • AMHS will process ATS messages (e.g. Flight Plans, NOTAMs, etc…) and transmit to its end users. • Each AMHS will only process messages for its end users in its own domain. • AMHS will function in “bypass mode” for transient messages. • Several administrative domains may share a single AMHS. • AMHS also performs as a gateway for AFTN/CIDIN, as required.

  17. FAA ATN/AMHS/NADIN Transition Architecture ARINC Airlines NADIN APN MSN / AFTN (ZLC & ZTL) ADNS Gateway NNCC Gateways (ZDC & ZOA) Foreign Gateway CAAs X.25 NWS SITA Airlines CLNP PSN X.25 IDRP Other X.25 MS Gateway Service Gateways Provider NADIN X.25 ATN G/G Routers X.25 PSN (ZNY, ZMA, ZOA, SCL and ATL) (X.25 & Frame Relay) CLNP X.25 IDRP X.25 AMHS X.25 Airlines X.25 FR AFTN Terminals X.25 IP G/W Foreign Routers ATN Interface Concentrator CAAs Airlines RUMS TCP/IP USERS

  18. CPDLC • Controller Pilot Data Link (CPDLC) provides two ways communication between pilot and controller, but using data link rather than voice: • Exchange of Controller/Pilot messages. • Transfer of data authority. • Delivery of downstream* clearance. • *Downstream is ahead of the aircraft, toward the destination.

  20. US ATN/AMHS Implementation Plan and Schedule FAA is currently implementing ATN/AMHS • Requirements are in full compliance with ICAO SARP, 3rd Edition • Service will be operational by 3rd quarter of Calendar year 2003 to comply with FAA/JCAB Bilateral Agreement • Existing AFTN service with JCAB will be maintained in parallel during transition period

  23. Summary • The FAA is in the process of replacing its telecommunications infrastructure which includes: • AFTN service • X.25 base network • Modem network • Voice/Data network • LAN/WAN/Email system • Backbone Point-to-Point dedicated circuits

  24. Summary (continued) • FAA will use this opportunity to establish a Ground to Ground ATN network and its application by deploying: • ATN BIS routers at various sites • AMHS • The new ATN network will replace the obsolete MSN and its service while providing better network management and security • FAA also implements the CPDLC Air to Ground ATN application

  25. Summary (continued) • The ATN backbone will allow FAA to respond to the telecommunications technology evolution without interfering with the neighboring states network infrastructure • Implementing ATN will allow seamless transmission of ATN messages with minimum impact/delay to transiting domain

  26. Summary (continued) • ATN environment will satisfy future A/G message delivery requirement • Full ATN benefit will be realized if all states implement to ATN • If an organization unable to implement ATN, arrangements need to be made with neighboring organization/state to carry their message through the ATN environment
