We use a holistic approach to interoperability, we can talk of Sociotechnical Interoperability based on our concept of sociotechnical alignment, involving alignment of • people to people (institutions, people, organizations, etc) • people to technology (targeted training programmes) • technology to people (the simplest and the cheapest technology) • technology to technology (technical interoperability)
The concept of the Sociotechnical Alignment (or “interoperability”) is at the base of all our work, especially in the international programme of the FMD that addresses poor regions of the world where the development of the information society is just at the beginning and the human and technological factor are critical for success. I will explain what this concept means through the alignment in a project supported by the Lazio Region and implemented by the FMD: Digital Bridge: a technical bridge with schools in Saharawi and Cameroon.
Saharawi Saharawi refugees are almost 200,000 people living without electricity in Tindouf, an area of 1600 km2 south-west of Algeria. Tends are located in a desert, the Hammada, protected by Algerian troops against Moroccan attacks. Refugees are leaving in four different Wilaya, that are like provinces: Aaiun, Smara, Dakla, Hauserd. Our project is in Aaiun where the temperature there reaches 55° We are implementing multimedia classrooms and training courses on the use of computers and internet to help the social integration of Saharawi youngsters (11-12 and 14-18 years old) as well as communication with youngsters from the outside world.
Cameroon The Lebialem region in Cameroon is large almost 1500 km2 with a population of 160,000 inhabitants, 60% of which are women. The area is mountainous and in the middle of the equatorial forest, almost isolated during the rainy season. The primary economic resource is agriculture and the average earning is 50€ per month for a family of 4-6 persons. We are working in Fontem-Menji, where public offices include: municipality, prefecture, police. We are implementing multimedia classrooms and training courses in 5 schools in Lebialem to twin with 5 school in Rome, providing access to Internet and training courses to local public offices.
Sociotechnical alignment in Saharawi • people to people (local government of the Aaiun, teachers and headmasters of 3 schools, local responsible for cooperation, international ambassador, Bambini+Diritti, FMD, Lazio Region, Roman schools) • people to technology (targeted training programms for teachers, students and local technicians) • technology to people (we selected the simplest technology and the cheapest satellite connection to assure sustainability) • technology to technology (one solar panel of 100W /school)
Sociotechnical alignment in Cameroon • people to people (public authorities of Lebialem, teachers and headmasters of 3 schools, LATS a local ngo, AMU, FMD, ESA, Lazio Region and Roman schools) • people to technology (targeted training programms for teachers, students and local technicians) • technology to people (we chose the simplest technology to guarantee sustainability) • technology to technology (satellite infrastructure DVB-RCS )
The aligment, or interoperability of human and technical factor, is fundamental for success. Any technological development is a sociotechnical process.
