DEC ATC Methodology Changes • Change in Non-Firm Netting Rules • Currently, DEC Utilizes a 50% Netting Rule • DEC will Move to 100% Non-firm Netting • TRM Changes • Currently, DEC Evaluates VACAR RSG Impacts as well as loss of single largest generators • DEC will include the loss of every generator in DEC’s BAA and impactful generators outside of DEC’s Area

DEP ATC Methodology Changes • TSR Impact Threshold Change • Currently, DEP includes TSR impacts down to 0% TDF • DEP will move to including TSR impacts with TDFs of 3% or greater for internal flowgates • TRM Changes • Currently, DEP already includes the impacts of VACAR RSG impacts as well as the worst impact of each generator in the DEP BAA • DEP will move to also evaluating the loss of impactful generators outside of DEP’s BAA

  5. Conclusions • Will lead to a consistent methodology between the DEC and DEP footprints • Each TSP is making changes resulting in a combination of the 2 previous methodologies • Should not be confused with BA consolidation. DEC and DEP will still be calculating their own ATC’s and will be subject to on-the-path and off-the-path logic. DEC’s posting of DEC>DEP will not equal DEP’s posting of the same interface.
