Task ID-03 GEO Work Plan Symposium 2014ID-03 “Science and Technology in GEOSS”Advance GEOSSthrough integration of innovations in Earth observation science and technology, also enabling the research community to fully benefit from GEOSS accomplishments. Promote research and development (R&D) in key areas of Earth sciences to facilitate improvements to Earth observation and information systems, and support the transition of systems and techniques from research to operations. Task ID-03 • Cross-Task Activities • All of what ID-03 does are inherently cross-task activities: • GEOSS S&T Portfolio depends on input from tasks and provides • promotion • GEOSS S&T Service Suite (GSTSS) provides service and feedback • URR -> SEE IN KB will provide blue prints (including EVs) and • collaborative platform for task teams and CoPs

Task ID-03 • Evidence of the Use of Task-Related Systems • GEOSS S&T Portfolio populated by Task Teams and user groups • GSTSS Workshop Documentation: collectively, web pages at • geo-tasks.org have on the order of 200 visits per day • GEOSS S&T Stakeholder Workshops: linkage to MDGs&SDGs, • Future Earth et al., UN Agencies, Funding Agencies, ... • URR: populated by Communities of Practice and external users

Task ID-03 • Challenges, Issues, and Gaps Hindering Progress • Lack of getting outcomes endorsed by GEO (due to unclear • processes), and integrated into GEOSS (due to unclear • responsibilities), • e.g., Data citation standard, GEO Label concept • Lack of cross-task coordination opportunities and processes • Linkage to external user groups, programs: • added value often not clear • Limited human and financial resources

Task ID-03 Interventions needed from GEO Members and POs to Achieve 2015 Strategic Targets Strategic Target - Science and Technology: Ensure full interaction and engagement of relevant science and technology communities such that GEOSS advances through integration of innovations in Earth observation science and technology, enabling the research community to fully benefit from GEOSS accomplishments. Demonstrated by: • Improved and new instrumentation and observation system design for in-situ, airborne, and space-based observation, benefiting from advances in science and technology. • Increased accessibility of global sets of scientific data necessary for improved Earth System modelling in the different GEO Societal Benefit Areas. • Increased accessibility of data and improved coordination and maintenance of observational systems through GEOSS are realized by the research community. • ID-03 is only marginally addressing the “Demonstrated by” • A cross-cutting review of the S&T contents of the work plan • (based on task sheets?) needed to ensure the “Demonstrated By” • Focus on this review through a series of workshops?

Task ID-03 • Community Portals that Could/Should Be Connected to the GEOSS Portal • GSTSS: Should be linked late in 2014 (versatile, scalable feedback utility, GEOSS S&T Stakeholder Network) • URR -> SEE IN KB • Future information systems (coupled living knowledge base and virtual stakeholder tables as collaboration platforms)

  8. Task ID-03 Use of Citizen-Science and Big Data? Data integration is crucial for utilizing the “data supernova” of the 2.5 quintillion (1018) bytes of data created every day Human sensors contribute a major share to humanity’s database and this part is particularly important for the proposed SDGs indicators IoT is starting to contribute and may soon exceed all other sensors in quantity (estimated 50 billion things creating data by 2020) Data Integration: ID-03 is developing a concept of a “human sensor” integrating crowd-sourcing, Big Data, and citizen scientists as sources of socio-economic and environmental data Knowledge Creation: ID-03 is developing a concept for a living knowledge base integrating traditional sensor data, human sensors, Internet of Things (IoT), and model web/Internet of Models

Task ID-03 • Use of Citizen-Science and Big Data? • Data integration may require a paradigm shift: • making instrumental sensors available, accessible, and • analyzable in the same way as human sensor data through a • World Wide Data Network (WWDW) Should GEO focus transformational concepts to utilize the “data supernova” in novel ways for knowledge creation?

Task ID-03 • What worked, what didn’t work with (previous) GEO Work Plans • It worked: • Emerging activities: Bottom-up Work Plan enabled contributions that may not have been anticipated in a top-down approach • Did not work as well as it could have: • Creating authority: Lack of well-defined process to formally endorsed documents (comparable to the IGOS-P process): hampered the development of high-level S&T assessments. • Exploring synergies: Limited cross-task coordination • Reaching important stakeholders: Limited focus on needs of important stakeholders led to similar (competing?) initiatives (GGIM, Eye on Earth, Research Data Alliance, ...) and may lead to new initiatives (e.g., in support of SDG metrics)

Task ID-03 • Are the 2015 Strategic Targets relevant to the next GEOSS Implementation Plan period? • (if so, which aspects? if not, how should it evolve?) • There should be well-defined indicators for Strategic Targets • The GEOSS Strategic Targets should be clearly linked to explicit • overarching (SBA?) Goals • The GEO Goals should cover, but not necessarily be limited to, • the Sustainable Development Goals
