MSJC 4/10s Cost Analysis Objective of study: • To determine the benefits and the savings of implementing a 4-day 10 hour work week at MSJC for non-faculty full time permanent employees While all parties benefit from lower levels of Carbon Dioxide Emissions (CO2), the specific benefits by category include: • Local Community/Environment – decreased traffic • Employees – decreased transportationcost and – increase number of 3 day weekends • MSJC District – decreased utilitycost MSJC R&P Dept. MSJC Classified & Administrators Sources and assumptions: (1) Includes classified staff, administrators & excludes faculty, temporary & part-time employees from MSJCEmployee Data Extract (2) Mileage from employee’s home address of record to respective campus worksite was calculated using Map Quest (3) 20.3 MPG estimate & 19.4 lb of carbon dioxide (CO2) per gallon of gas- U.S. Environmental Protection Agency (3a) Riverside County avg. price of regular on 2.11.09 (4) Based on an average cost of $.125/mile to operate a vehicle (excluding gas) & IRS/AAA average estimate of 15,000 miles a year (26.2 x .125 + gas) (5) Over a 12 month period no mileage will be substituted for the reduction in mileage driven to MSJC as a result of a ‘4/10s program’ (6) Annual data based on 37 five day work weeks (assumes an average of 3 weeks vacation per employee and a total of 12 weeks with four or less work days (calculation of 37 weeks = 52 total wks – 3 vacation wks – 12 wks with four or less work days) (7) 2,204.6 lb = 1 metric ton – Metric Conversions .org Compiled by MSJC R&P Dept. – XCJH 02.19.09

MSJC 4/10s AnnualEnd Benefits • Carbon Dioxide Emissions- down by 147metric tons (328,600 lbs) • Local Community/Environment - decreased traffic by 13,135 vehicles(37 wk x 355 employees) • Employees - decreased cost by $80,900 ($241/employee) increased # of 3 day weekends by 37 or 147% • MSJC District - decreased utility cost by (TBD) Compiled by MSJC R&P Dept. – XCJH 02.19.09
4/10 Issues to address • Utility cost savings appear to occur when the electric system for the entire or section of the building can be shut off or lowered • Telecommuting is a realistic option for administrators. U.S. GSA survey (863 respondents) reported: 88% less stress 77% more energy 60% increased in job performance 3. Computer hardware for administrators to telecommute 4. 4/10s would help meet South Coast Air Quality Management District requirements
