  2. Regional Cooperation for the Enhancement of Safety Oversight. Benefits of regional cooperation • Shortage of qualified experts in pacific Island states • Regional Organizations such as PASO allows for the pooling of resources and the reduction of costs. These advantages are most evident in the area of safety oversight, aviation security and other areas including ATS. Project title (Insert, Header & Footer)

Regional Cooperation for the Enhancement of Safety Oversight. • Cost Effective Solution • Nations which currently do not meet their international obligations are not spending enough on regulatory systems • They can ramp up and establish their own CAA and infrastructure at great cost • PASO does the same for less and be cost effective across all the member Nations Project title (Insert, Header & Footer)

  4. Regional Cooperation for the Enhancement of Safety Oversight. Rules Standardisation within PASO member states • PASO states adopted the NZ rule system as the standard for its membership. Many of the PASO countries have already adopted these rules under their legislation which is modeled under the NZ Civil Aviation Act. • Harmonisation as agreed by Civil Aviation Ministers in 1998 and endorsed by Pacific Island Leaders is nearing completion with one state left to complete it harmonisation process. Regional Cooperation for the Enhancement of Safety Oversight • Conclusion • The Regional Organisations like PASO are already operational providing much needed advice and assistance to states. • Growing trend towards relying more and more on regional bodies. • Civil aviation activities at regional and sub-regional levels and regional cooperation have lead to the creation of organisations like PASO. • We see the trend increasing and more and more regions and sub regions will set up regional bodies like PASO with increasing responsibility.
