Overview of EFMP • Authority: AR 608-75, Exceptional Family Member Program • Population Served: Soldiers who have Family members with special education and medical needs - 10 percent of all active duty Soldiers - 16 percent of all Army Families • Soldiers Enrolled: 53,453 • Family Members Registered: 70,617
Army EFMP Strategic Action Plan • EFMP Strategic Action Plan resulted from two Summits. The plan consists of initiatives in the following five areas: - Management Information Systems - Army Policy - Training and Education - Strategic Communication - Systems Navigation
Systems Navigation • In FY 10, DoD distributed $2M to FMWRC and 26 garrisons to hire and train EFMP staff • Forty-four systems navigators added to existing EFMP staff at 26 garrisons • Systems navigators will help Families identify and connect with needed resources and systems of care • FMWRC two-week course for systems navigators
EFMP Improvement Initiatives • EFMP faces several systemic challenges • FMWRC is collaborating with Army Publishing Directorate to use Enterprise Content Management Service (ECMS) capabilities • Services and Infrastructure Core Enterprise (SICE) reviewed EFMP as a “BIG IDEA” • SICE advocated sponsorship of a Lean Six Sigma effort
EFMP Focus Groups • Background - Nine Focus Groups (CONUS and OCONUS) conducted 30 June – 30 August 2010 - Ninety-three participants • Findings - Generally, focus group participants pleased with EFMP experiences - As EFMP evolves, more strategic communication is critical - The EFMP paperwork is burdensome and confusing - The EFMP respite care is a highly valued service - Training on caring for exceptional Family members is needed for child development center staff
