Early Milestones • August 1 – Bridge Collapses • August 4 – Issue Request for Qualifications • August 8 – Short Listed teams • August 23 – Request For Proposals released • September 14 – Technical Proposals received • September 18 – Financial Proposals received • September 19 – Project letting • Between September 19 and October 15 • Contract finalized • October 15 – Construction expected to begin
Procurement process • Today’s letting is a step in process • Contract must be executed before process is final • Anticipate final contract in place by end of September 2007
Technical Evaluation Process • Technical Review Committee • Six Members responsible for developing average Technical Proposal Score for each team • Minn. Statute, Section 161.3420, Subd 2 • Technical Advisors • Advise TRC with technical aspects of proposals • Coordinates Process

Best Value Selection Process • Design Build A+B, Best Value formula • Three Components • “A” = Contract Bid Price • Plus “B” = Number of Days to Complete Project, which is multiplied by $200,000 per day • $200,000 per day based on 50% of road user costs • Divided by Technical Proposal Average Score (TPA) • Result = Adjusted Bid (A) + (B x $200,000) divided by TPA = Adjusted bid • Contract awarded to lowest adjusted bid
Technical proposal scoring • Scores fall within these categories and ranges • Excellent – 100 - 91 percent • Very good – 90 - 76 percent • Good – 75 – 61 percent • Fair – 60 - 50 percent
