Missed Opportunities • Align funding with community needs • Ensure projects provide long-term solutions • Ensure projects are fully funded • Identify needs for planning & design • Align technical assistance and capacity development with funding priorities
State Water Plan (SWP) • Statute 72-14-3.1 charges the NMISC, in collaboration with the OSE and the WTB to prepare and implement a SWP and to update that plan every 5 years • SWP – “…a basis for prioritizing infrastructure investment” • SWP – “…ensure effective collaboration, consultation and public participation in the development and implementation of water policy by applicable state agencies.
HJM86 • Criteria developed to ensure resources are used wisely and as a condition of funding • Collaboration OSE, NMED and others • Financial plan • Adequate rate structure • Asset management plan • OSE/NMED/Federal Compliance • Adequate governance structure • Participation in regional efforts
New Approach • Newly organized Division within NMED & assign responsibilities to agencies by E.O. • Some additional staff & technical assistance • May need legislation in 2009 to formalize • Establish a Water Cabinet to achieve agency collaboration by E.O. • OSE, ISC, NMED, Agriculture, Game & Fish, EMNRD, DFA and NMFA

Water Cabinet Duties • Annual Reporting to the Governor: • Steps taken to improve coordination SWP • Policy recommendations for improved W/WW infrastructure development, monitoring and oversight • Policy recommendations for expanding the management and fiscal capacity of local W/WW systems • Recommendations for identifying and addressing drinking water emergencies
Establish a Sub-Cabinet • State Engineer (OSE) • Environment Department (NMED) • Energy, Minerals & Natural Res. (EMNRD) • Department of Finance & Admin. (DFA) • NM Finance Authority (NMFA)
Duties of the Sub-Cabinet • Provide Direction for Interagency Effort: • Implement W/WW infrastructure project evaluation methodology – HJM86 • Implement a uniform application process • Develop recommendations for efficient and effective coordination of W/WW loan and grant funds • Provide infrastructure project funding recommendations to the Governor, Legislature, Water Trust Board, NMED and DFA.
Duties of Sub-Cabinet – Cont. • Receive Periodic Reports on: • Implementation of W/WW projects funded thru various funding streams • Expenditures of W/WW technical assistance and capacity development funds and progress made • W/WW systems with safe drinking water or clean water violations and threats • Identify water systems with inadequate supply
