  30. Project Labor Agreement(PLA)

  31. A Project Labor Agreement will be entered into between The Detroit Medical Center and the Greater Detroit Building and Construction Trades Council, (GDBTC), acting on its own behalf and on behalf of its respective affiliates, and signatory unions. • The purpose of this agreement will be to assure that all construction work shall proceed economically, efficiently, safely, continuously, without interruption and with due consideration for the protection of labor standards, wages and working conditions. • The GDBTC shall work with its respective signatory unions to promote hiring practices that promote DMC’s commitment to inclusion.

  32. Owner Controlled Insurance Program(OCIP)

  33. The Detroit Medical Center will enter into an agreement to provide and administer an Owner Controlled Insurance Program (OCIP). This will be a multi-site and multi-year program. This program will apply to all contractors and subcontractors providing services for these projects.

  34. Community Commitment

  35. The DMC has made a commitment to the Community by setting significant goals for inclusion: • 30% of all construction dollars will be awarded to minority-owned (MBE), women-owned (WBE) and Detroit based businesses (DHB, DBB) • A minimum of 25% of all hours worked on construction projects will be by a Minority • 25% of all hours worked on construction projects will be by City of Detroit Residents • 50% of all hours worked on construction projects will be by Wayne County Residents • A minimum of 25% of hours worked by apprentices on construction projects will be by Minorities

Tracking & Reporting Progress The Detroit Medical Center has engaged the services of the MMSDC to oversee the collection and compilation of data supplied by all contracted firms relative to MBE, WBE, DBB/ DHB and residency requirements. This information will be supplied by each contracted firm on an on-line application and submitted monthly to the MMSDC for verification, compilation and the reporting of progress toward committed goals.

  37. Contractor Prequalification Requirements

General Bidder PreQualification • As a prerequisite to working at the Detroit Medical Center, all firms must complete a BIDDER PREQUALIFICATION FORM and must be pre-approved. • Go to DMC.ORG and Click on the Construction Update Icon. • Prequalification helps to insure streamlined access to opportunities to participate in the Capital Building Program. • Companies who are prequalified will be posted on the DMC and Schooner Consulting Websites. • Prequalification is not a guarantee of work. It is a tool to help develop a pool of qualified contractors/ vendors.

  39. Non Capital Building Program Construction • The DMC posts all requests for proposals on the DMC Website . • Go to DMC.ORG and click on the Vendors Link at the bottom of the page. • At the Material Resource Management page click on view RFPs on the right side of the page.
