Identify the Barriers • State, Regional, Local Regulation • Air (South Coast, San Joaquin) • Water (Central Valley/State) • Local Land Use • ADC • Barrier to Sourcing Material (AB 939) • Air Quality Barrier (AQMDs like LFG Capture) • Landfill Based Policymaking • Focus on Capturing CH4, not avoiding its generation • Emphasis at ARB on LFG collection, C sequestration • Generalized failure to account for emission reductions achievable form waste reduction and recycling • Lumber in LF = C Seq., Compost = CO2 Emissions

Identify the Barriers • CIWMB • Inherent Conflict with 939 Achievement • Reluctance to Require Adequate LEA Enforcement of ADC Use • In adopting regulations, the board shall consider, but is not limited to, all of the following criteria: (2)Those conditions necessary to provide for the continued economic development, economic viability, and employment opportunities provided by the composting industry in the state.

  7. Closing Remarks • Laboratory experiments suggest that a fraction of the carbon in landfilled organic waste may be sequestered indefinitely in landfills depending upon local conditions.
