Data Access Challenges • A unique role for LMIC • Not mandated to gather specific data, but to: foster integration of environmental information & provide services in computer mapping & graphics, environmental analysis, & small systems development • Historic role led to many collaborations & lots of new data: • Enhancements to EPPL software • GIS projects for other state agencies • Coordination of large data collections • Archive and distribute those data
Data Access Challenges • A unique role for LMIC • Constituents • Customers for applications development services • State’s GIS users looking for data • Schools & educators looking for GIS assistance
Data Access Challenges • Problem • By the late 1980’s: • Quantity of data increasing dramatically • Demand increasing • Growing expectation that it was out there . . . somewhere • At the same time: • Organization of data was in disarray • Casual development & distribution creating confusion. Expectations not in sync with reality

Data Access Solutions • Library Model
Electronic Card Catalog • Databases of library resources • Rely on structured cataloging rules • Metadata, in a format called Dublin Core • Users query that database • Title, author, subject, keywords • Results identify availability of resources • At that facility • And at others, in town or across the country
How the GeoGateway Works Modeled after the Federal Clearinghouse • Spatial search engine • Relies on metadata • Query on keywords, dates, geography, source • Distributed searches • Search many different sources simultaneously • Data distribution controlled by provider • Provide a phone number or download directly • New web mapping applications enhance options
Data Delivery is on the Rise Web technology has dramatically increased data delivery from LMIC’s web site. The DNR, MetroGIS, Mn/DOT and other Minnesota providers have experienced similar growth.

The Future • Enhanced web access • New Technology grant: GeoIntegrator • Extends scope: statewide • Builds library-style search option • Includes more output formats • Projection/coordinate conversions on-the-fly • Implements new OGC standards • Begins to establish a statewide architecture • Can provide portal & data streaming services for applications developers
