National Policy Context Lord Bradley’s report (April 2009) on improving mental health and learning disability outcomes for defendants and offenders have been acted upon with the aim of ensuring that offenders have the same access to services as the rest of the population and that mental health and learning disability needs are identified as early as possible in their interaction with the criminal justice system. Lord Bradley’s report also proposed rolling out a national liaison and diversion service, which was agreed by Government for implementation by 2014.

  3. National Commissioning arrangements • From April 2013 (subject to the passage of the Health and Social Care Bill) the NHS Commissioning Board will have responsibility for commissioning services • Funding will be provided directly to lead commissioners who will have the ability to determine local levels and configurations of service • National funding from central government

  4. The London Criminal Justice Network A London Criminal Justice Liaison and Diversion (CJLD) Advisory Group has been established. This Group provides direction to, and overseer's a CJLD Provider Network, and link’s to the pan London commissioning function for prison healthcare, regional crime structures and the national programme of work on CJLD. Undertook a mapping exercise of all youth justice and adult liaison and diversion services (Feb 2012)

  5. Vision for the North Justice Sector To develop a care pathway for which addresses the complex needs of the local offender population, underpinned by an ethos of integrated partnership working.
