History of Act 141 • On December 12, 2012, the Harrisburg School District was declared to be in a state of “moderate financial recovery” under the terms of the Commonwealth of Pennsylvania’s Act 141 of 2012 • Under the legislation, the Secretary of Education appointed a Chief Recovery Officer (CRO) to develop, implement and administer a Financial Recovery Plan • The initial Financial Plan was completed and submitted in April 2013 and approved by the Harrisburg School Board in May 2013.
History of Act 141 - Exit Criteria • Pursuant to section 641-A (9) of Act 141, the CRO must establish specific criteria that the District must satisfy before the Secretary may terminate financial recovery status. The District shall meet the following criteria in order to be released from financial recovery: • The District has achieved financial stability by maintaining a positive fund balance of at least five percent of annual revenues for three successive years, and concluded two successive years with positive annual financial results (revenues exceed expenditures), both as reported in the District’s audited annual financial statements;
History of Act 141 - Exit Criteria (cont.) • The District does not request or require an advance of its basic education subsidy; • All employee salaries are paid when due; • The District is not in default on any bonds, notes or lease rentals and is not subject to withholding by the Secretary under section 633 of the Public School Code; • The District does not satisfy the criteria for determination of recovery status established in regulations promulgated under section 621-A (a) (2) of Act 141; • The District is able to show a five-year projection approved by the CRO and the Board that forecasts annual balanced budgets for the five fiscal years after exiting financial recovery statusbased on information that is known at the time;

Purpose of the Plan • To create a roadmap for the District to follow in order to exit Recovery status while providing for the effective education for all students. • The principle is that every student in the District can be successful. • To identify ways to improve the District’s financial stability, academic outcomes and operational efficiencies
Overarching Goals • To improve the management of District finances • To improve academic results • To reduce the rate of students leaving the District for charter schools (student stability)

Student Stability • District Enrollment - 6539 • Attendance (Average Daily Membership) • August - 91.51% • September - 91.38% • October - 89.81 % • November - 88.22% • December - 87.72% • January - 85.61% • February - 87.99% • March - 87.17% • Charter School Enrollment - 960 Amount Spent on Charter Schools - $11.9 million
Structure of Proposed Plan • Financial Projections: • Revenues, expenditures, and fund balance • Recommendations regarding balancing the budget and avoiding future deficits in funds • Academic Goals: • Monitors District’s improvement on state assessments, graduation rates and student attendance • Initiatives: • Broader goals and objectives designed to improve the overall performance of the District in areas including finances, academics, and other operational improvements
Plan Development • Revise financial projections and identify initiatives • Solicit community feedback, including advisory committee • Evaluate proposed initiatives and begin costing of initiatives • Begin drafting and amending Recovery Plan • Review draft with District leadership and stakeholders • Submission of Plan to PDE • School Board
