  5. The request is made by the chief HRD assists in defining the job description Opinion of the Union Opening of a competition

  6. Elaborated by the responsible chief, aided by a technical jury The chief draws up a short list of candidates Report forwarded to the Union for comments Technical evaluation

  7. In the absence of comments by the Union: recommendation to the Director General In the event of comments by the Union: Discussion with the responsible chief followed by recommendation to the Director General, separate or otherwise Technical evaluation
