Technical Committee • Monitor all aspects of SANREM research, training, & technology transfer activities; • Review the recommendations of the EEP; • Help coordinate programs in the U.S. and host countries; • Contribute to SANREM knowledge base; • Help disseminate SANREM research via workshops, symposia, meetings, etc. Office of International Research, Education, and Development, Virginia Tech
Board of Directors • Advise ME on policy issues; • Evaluating the SANREM plan, content and balance, and program budget; • Review of progress/accomplishments of the CRSP through annual reports and mid-term reviews by the EEP; and • Approve additions, deletions, and modifications to components of the CRSP. External Evaluation Panel • Provide independent evaluation of proposals; • Assure that the SANREM CRSP maintains programmatic focus; • Assess the balance of domestic versus overseas research; • Evaluate the cost-effectiveness of the CRSP operation; • Identify inadequate, irrelevant, or marginal activities; • Report findings and recommendations to USAID with copies to the ME; and • Conduct other timely evaluations as required. External USAID Reviews • USAID funded EEP, which reviews program progress at year three of each 5-year CRSP phase (particularly 1st phase) • USAID funded Administrative Management Review (AMR) at year three to assess performance ME (particularly 1st phase); • USAID internal review of each 5-year phase of CRSP to determine if CRSP is still relevant to USAID needs and will be continued (particularly 2nd phase). Budget Policies • Cost Sharing • U.S. institutions (25%) • host country organizations (0%) • Indirect Costs (limited to off-campus rates) • US institutions and IARCS – 30% max • Sub-awards to US & international organizations – 30% max (first $25K) • Sub-awards to host country partners – 0% • Host country organizations – auditable official rate or 10% Office of International Research, Education, and Development, Virginia Tech
Budget Policies Administration of LTRA sub-awards • Lead institutions, waiving indirect costs on sub-awards to host country organizations, may administer sub-awards to participating US partners, IARCs, and host country organizations. Budget Policies Administration of LTRA sub-awards • If the lead institution cannot waive host country organization indirect costs, the ME will manage sub-awards for the lead institution’s U.S., IARC, and host country organization partners. • Virginia Tech will make payments to sub-awardees on receipt of invoices and approval of LTRA PI and copy the responsible lead institution PI so that the PI will know what has been expended against the approved budget. Budget Policies • Pipeline policy. SANREM de-obligates unexpended funds from the previous year’s budget exceeding 10 percent of the previous year’s allocation. Exceptions may be made if requested in writing 30 days before the end of the budget year and if approved by the ME. Office of International Research, Education, and Development, Virginia Tech
Budget Policies • SANREM CRSP provides financial support only for students who are U.S. citizens, permanent residents, or host country nationals. • Only host country nationals in the US on J-1 visas obtained through TraiNet can be supported with SANREM funds.
