Proposed Control Measure to Reduce Emissions from Small Off-Road Engines (SORE) Mobile Source Control Division July 2, 2003 Planning and Technical Support Division Public Workshop Monitoring and Laboratory Division California Air Resources Board
Overview of Emission Inventory Update • Update SORE exhaust inventory • Update lawn and garden (L&G) population and activity estimates • Impact of updates • Addition of SORE evaporative emission inventory California Air Resources Board
Data Source • Estimates of population and activity last updated in 1998 • New estimates based upon usage and population survey conducted by the ARB California Air Resources Board
Lawn and Garden Survey • Grant from US EPA to obtain usage and population estimates of L&G equipment • 1000 surveys/month for 15 months • Randomly selected households from three broad regions of the state (Northern, Southern, and Central California) California Air Resources Board
Survey Questionnaire • Type of dwelling • Information about equipment owned (such as equipment type, number and fuel type) California Air Resources Board
Survey Responses • 2169 completed residential surveys • Response rate of 14% • Majority were single family dwellings (74%) • Equipment fuel type : 61% Gas 39% Electric, 12% Diesel California Air Resources Board
New Population Estimates • Based on US Census 2000 data, California household = 11,502,870 • Expanded survey results to obtain gasoline equipment population • New estimate of 11.6 million pieces of residential, gasoline powered L&G equipment compared to current estimate of 4.5 million units • 1 piece of equipment per household California Air Resources Board
New Activity Estimate • Subset of survey respondents participated in usage study • 224 event loggers were installed on various equipment for approx. 2 weeks • Event logger provided date and time stamp data of the equipment used • Annual activity estimates were revised based on this data California Air Resources Board

Evaporative EmissionsDefinition • Hot Soak - occurs immediately after engine is turned off • Diurnal - occurs when ambient temperature rises • Resting Loss - occurs when ambient temperature declines (mainly permeation) • Running Loss - occurs while equipment is being operated California Air Resources Board
Data Source • Emission factors from testing done at ARB and Automotive Testing Laboratory (ATL) • Use of SHED when equipment was tested • Episodic summertime temperature profile (65-105F) with 7 RVP fuel used for baseline diurnal/resting loss testing California Air Resources Board
Equipment Tested (Baseline) • Lawnmower 23 • Trimmer 8 • Leafblower 3 • Chainsaw 3 • Tractor 4 • Generator 4 • Tiller 1 California Air Resources Board
Equations • Hot Soak (tpd) = Pop * Percent Usage * Emission Factor * RVP Correction • Diurnal/Resting = Pop * Emission Rate * Temp/RVP Correction • Running Loss = Pop * Percent Usage * Activity * Emission Rate * RVP Correction California Air Resources Board
Emission Rate Definition • Emission Factor = zero hour rate + (deterioration rate)*(cumulative hours) • Zero hour is based on new engine test data • Deterioration rate is based on in-use engine test data California Air Resources Board
