APPLICATIONOF ALS Alerting service shall be provided: for all aircraft under air traffic control service; in so far as practicable, to all other aircraft having filed flight planor otherwise known to the air traffic services; to any aircraft known or believed to be the subject of unlawful interference. Nevertheless, whenever the urgency of the situation so requires, the aerodrome control tower or approach control unit responsible shall first alert and take other necessary steps to set in motion all appropriate local rescue and emergency organizations which can give the immediate assistance required. NOTIFICATION OF RESCUE COORDINATION CENTRES Without prejudice to any other circumstances that may render such notification advisable, air traffic services units shall notify rescue coordination centres immediatelyan aircraft is considered to be in a state of emergency. Alerting service
Emergency phases • UNCERTAINTY PHASE (INCERFA). A situation wherein uncertainty exists as to the safety of an aircraft and its occupants • ALERT PHASE (ALERFA). A situation wherein apprehension exists as to the safety of an aircraft and its occupants • DISTRESS PHASE (DETRESFA). A situation wherein there is reasonable certainty that an aircraft and its occupants are threatened by grave and imminent danger or require immediate assistance
ALERT PHASE(ALERFA) following the uncertainty phase, subsequent attemptsto establish communication with the aircraft or inquiries to other relevant sources have failed to reveal any news of the aircraft, or when an aircraft has been cleared to land and fails to land withinfive minutesof the estimated time of landing and communication has not been re-established with the aircraft, or when information has been received which indicates that the operating efficiencyof the aircraft has been impaired, but not to the extent that a forced landingis likely, except when evidence exists that would allay apprehension as to the safety of the aircraft and its occupants, or when an aircraft is known or believed to be the subject of unlawful interference. DISTRESS PHASE(DETRESFA) following the alert phase, further unsuccessfulattemptsto establish communication with the aircraft and more widespread unsuccessful inquiries point to the probability that theaircraft is in distress, or when the fuelon board is considered to be exhausted, or to be insufficient to enable the aircraft to reach safety, or when Alerting service
DISTRESS PHASE (DETRESFA) - information is received which indicates that the operating efficiency of the aircraft has been impaired to the extent that a forced landing is likely, or when - information is received or it is reasonably certain that the aircraft is about to make or has made a forced landing, except when there is reasonable certainty that the aircraft and its occupants are not threatened by grave and imminent danger and do not require immediate assistance.
NOTIFICATION OF RESCUE COORDINATION CENTRES Major recommendation: Such part of the above mentioned information, which is not available at the time notification is made to a rescue coordination centre, should be sought by an air traffic services unit prior to the declaration of a distress phase, if there is reasonable certainty that this phase will eventuate. NOTIFICATION OF RESCUE COORDINATION CENTRES Further to the notification, the rescue coordination centre shall, without delay, be furnished with: any useful additional information, especially on the development of the state of emergency through subsequent phases; or information that the emergency situation no longer exists. USE OF COMMUNICATION FACILITIES Air traffic services units shall, as necessary, use all available communication facilities to endeavour to establish and maintain communication with an aircraft in a state of emergency, and to request news of the aircraft. Alerting service

INFORMATION TO THEAIRLINE OPERATOR When an area control or a flight information centre decides that an aircraft is in the uncertainty or the alertphase, it shall, when practicable, advise the operator prior to notifying the rescue coordination centre. Note. If an aircraft is in the distress phase, the rescue coordination centre has to be notified immediately. All information notified to the rescue coordination centre by an area control or flight information centre shall, whenever practicable, also be communicated, without delay, to the operator.
