  1. GPS Trends with GPS 3rd Generation Gary Hallbauer, NCGC Fort Worth, Texas For APIO, August 18, 2009

  2. Overview • GNSS News and notes • GPS News and notes • Augmentation news and notes • Solar issues • 3rd Generation GPS • Interagency studies • Guiding principles • Equipment recommendations • Concerns

  3. GNSS News • Current players • GPS, global, 24 • GLONASS, global, 24 • Galileo, global, 24 to 30 • New players • Compass (China), global, 30 +10 • QZSS (Japan), regional • IRNSS (India), regional

  4. Galileo concerns • European Court of Auditors findings: • Galileo ill-prepared and poorly managed • Result is 5 year delay to system buildout • EU is withholding signal structure • A move to give ‘head-start’ to EU manufacturers

  5. Compass concerns • Beidou (Compass) 1A malfunctioned • Follow on satellite (Beidou 1D) also malfunctioned • Information on system development is hard to come by but don’t count on it for near term

  6. GPS News • Launch of GPS IIR-21M • New signals – L5 in test on SVN 49 • Rapid development & launch to satisfy WRC • Issues related to the test • Additional signal – L2C • Transition L2 (military)

  7. GPS News – GAO Report • Constellation Health – GAO Report • http://www.gao.gov/products/GAO-09-670T • The problem is with the launch rate of replacements for older satellites

  8. Augmentation News • NDGPS – Still going but . . . • Maritime component, no worries, replacements pending 2010 (2) in FL • Inland component, lean budgets

  9. Augmentation news – How WAAS works http://www.faa.gov/about/office_org/headquarters_offices/ato/service_units/techops/navservices/gnss/waas/howitworks/

  10. Augmentation News • WAAS – Good for go! • Full coverage of North America • Proven reception in northern tier of states (ND, MN, ME)

  11. Augmentation news – Cellular RTK • Allows for elimination of base system (save $$$) • Accesses some kind of high accuracy network tied together with cellular technology • Oregon and Minnesota most developed (sponsored by DOTs) • Precision Ag industry is building capability to use

  12. Solar Maximum • It’s back…. • Early start in 2010 with peak in 2013 • Number & intensity of spots, flares is unknown

  13. Solar Maximum Effects Over Time Source: http://www.swpc.noaa.gov/SolarCycle/SC24/Baker_slide2.png

  14. Guiding Principles for Next Generation GPS • Optimize advancements in GPS and augmentations • Look for Industry technology leaps • Multiple form factors • Image display and data collection capability • Integrates with USDA GIS Enterprise • Extended battery life • Rugged and lightweight • Easy to use

  15. GPS Interagency Investigations • Partners: USAF, USFS, NPS, USGS, ARS • GPS ecosystem investigations, 2004 to 2008 • Standardized testing in multiple ecosystems with emphasis on forested • High accuracy (cm) control

  16. GPS Interagency Investigations • Simultaneous data collection with multiple systems • GPS & GPS Augmentations (WAAS, NDGPS) • Multiple Equipment Configurations (no antenna, antenna) Powell Site, Idaho

  17. What we learned • WAAS is available up north & under light canopy • NDGPS is valuable under heavy canopy • External antennas are still needed under canopy • Move slow & deliberate to allow GPS & augmentation signals to reach you when under canopy • More work regarding canopy characterization & WAAS availability/effectiveness on north facing slopes is needed

  18. Some results . . . Under canopy

  19. More results … open sky

  20. Next Generation Equipment Recommendations

  21. Smart AntennaSolution • Fully Integrated Antenna • GPS L1 C/A Code Receiver • WAAS capability • Bluetooth – wireless communication to handheld, PC, or tablet PC • Rugged – Lightweight • Advanced Power System • Lithium Polymer battery • Visible battery depletion gauge • 5 Year life expectancy • Backpack / Vest/ Range Pole/ ATV / Vehicle capable

  28. Why the additional $$$$? • Advanced multipath rejection • Receiver Autonomous Integrity Monitoring (RAIM)

  29. Software applications for Next Generation GPS receivers • ArcGIS – GPS Toolbar for Tablet PCs • Limited set of functions • ArcPad for hand held devices • Ability to edit shape files / shape file vertices in field • Ad hoc data collection / editing in the field • ArcGIS Mobile for Windows Mobile 5/6 and ArcGIS Server 9.3 • Task driven light application • Has much of ArcPad functionality • Data is checked out from GIS Server as a ‘job’

  30. Things to look for • Additional signal integration as a result of GNSS negotiations and deployment • Full Operational Capability of Russian Federation GLONASS • Integration of Inertial Measurement Units (IMU) into handheld GPS/GNSS • Driven by urban applications • Cross over to natural resources (canyons, very heavy canopy) • Calibrate in open, gyros etc. provide data & update position based on user movement

  31. Concerns • Agency procurement lacking (state by state ad hoc) • Equipment replacement for new signals not planned • Loss of L2 to survey equipment by 2020 is not planned for • License / maintenance costs of software • Required: A holistic planning & investment strategy for refreshing GPS technology
