Project Origin • Increasing enrollments of English language learners with limited formal schooling entering NJ schools at the secondary level • Increasing enrollments in “low incidence” districts where the program is one period of ESL daily • Secondary students must master academic content and develop English language skills in limited time • Uncertainty of the future of the SRA in the native language as an option

  3. New Jersey Department of Education develops grant program in 2005 in order to establish a model regional newcomer center program to educate students from low-incidence districts in a regional setting • Newcomer program designed to address gap between Newcomers’ needs and regular language support programs

  4. Features of Newcomer Programs • A cohort of newcomer students • A program or set of courses distinct from the regular language support program • A plan for ESL development • Instructional strategies for literacy development • Instructional strategies for the integration of language and content • Courses to orient students to U.S. schools and the community • Experienced teachers • Appropriate materials • Paraprofessional support • Family connections
