SALIENT FEATURES • TEACHERS ARE LOCAL WOMEN (SAHAYIKAS)- MINIMUM QUALIFICATION SAME AS THOSE FOR FORMAL SCHOOL • SAME CURRICULLAM, BOOKS AND TEACHING HOURS AS IN FORMAL SCHOOL • ONE ACADEMIC SUPERVISIOR FOR EVERY 20 SSKS BY RETIRED TEACHERS & SAHAYIKAS WITH EXPERIENCE & HIGHER QUALIFICATION • COMMUNITY & PANCHAYTS PROVIDES INFRASTRUCTURE TO RUN THE SSK • STRONG SUPPORT BY PANCHAYATS AS SERVICE TO THE DEPRIVED SECTION OF THE COMMUNITY

SALIENT FEATURES • OUT OF NINE MEMBERS IN MANAGING COMMITTEE SEVEN ARE GUARDIANS • SAHAYIKAS ENGAGED BY MANAGING COMMITTEE WITH APPROVAL OF PANCHAYATS • FLEXIBLE TIME WITH SAME SCHOOLING HOURS • SAHAYIKAS PAID ONLY RS 1000/ P.M - LOW COST PER STUDENT • COMMUNITY OWNERSHIP, SUPPORT OF PANCHAYT & DEDICATION OF SAHAYIKAS RESULTED IN BETTER EDUCATION IN SPITE OF SEVERAL CONSTRAINTS

  7. IMPACT OF THE PROGRAMME • ACCESS TO PRIMARY EDUCATION AND ENROLLMENT HAVE INCREASED SUBSTANTIALLY • HAS HELPED TO REACH EDUCATION TO THE UNREACHED – MORE COVERAGE OF GIRLS, SC/ST AND MINORITIES CHILDREN • NER OF THE STATE INCREASED FROM 83 IN 2001-02 TO 98 IN 2004-05

EXTENSION TO UPPER PRIMARY EDUCATION • PROGRAMME EXTENDED TO COVER UPPER PRIMARY EDUCATION IN 2002-03 BY OPENING MADHYAMIK SIKHSA KENDRAS (MSK) • SAME PRINCIPLES ARE ADOPTED TO OPEN AND RUN THE MSK • COMMUNITY IS ORGANISED TO OPEN MSK IN PLACES HAVING NO MIDDLE SCHOOL WITHIN 3 KM • PANCHAYATS TO FACILITATE & SUPPORT AS THEIR OWN PROGRAMME

  9. STATUS OF MSK IN 2004-05 • NO OF MSK - 1260 • SAMPRASARAKS(TEACHERS)- 3,530 • LEARNERS- 1,23,571 • GIRLS - 61,401 ( 49.7%) • SC & ST - 49,669 ( 40.2%) • PTR – 26 • NO OF TEACHERS PER MSK 3.8

QUALITY OF EDUCATION • LEARNING IN CLASS IS VERY IMPORTANT SINCE STUDENTS ARE MOSTLY FIRST GENERATION LEARNERS • SAHAYIKAS ARE TRAINED AT THE FOUNDATION LEVEL WITH ANNUAL RE-ORIENTATION • MONTHLY CONTACTS BY ACADEMIC SUPERVISORS FOR IN SITU TAINING • WEEKLY PROGRAMME IN ALL INDIA RADIO TO DISCUSS LESSONS FOR SAHAYIKAS • AN INITIATIVE FOR JOYFUL LEARNING LAUNCHED • A SEPARATE TEAM SUPPORTED BY UNICEF TO MONITOR QUALITY OF EDUCATION

FINDING OF A RECENT STUDY BY ONE NGO VIKRAMSHILA - SUPPORTED BY UNICEF • DESPITE SHORTFALLS IN DOMAIN SKILLS THE SAHAYIKAS HAVE EMERGED AS INSTRUMENTAL TO THE SUCCESS OF THE PROGRAMME • GENERAL PERCEPTION IS THAT EVEN WITH MUCH FEWER RESOURCES AS COMPAED TO FORMAL SCHOOLS THE SSK CENTERS ARE RUNNING BETTER THAN THE PRIMARY SCHOOLS

  12. OWNERSHIP OF THE COMMUNITY • MANY MANAGING COMMITTEE MEMBERS HAVE DONATED LAND AND INFRASTUCTURE TO THE SSK CENTERS. EIGHT SUCH CASES WERE FOUND IN SOUTH 24 PARGANAS & TWO WERE FOUND IN BURDWAN OUT OF 50 CENTERS IN OUR SAMPLE…. - STUDY BY VIKRAMSHILA

  13. MOTIVATION OF THE SAHAYIKAS IS VERY HIGH “WE WERE MANAGING OUR KITCHEN. NOW WE ARE EMPOWERED TEACHERS. WE DESIRE TO LEARN AND APPLY TECHNIQUES IN THE CLASS ROOM ……”

POSITIVE ROLE OF PANCHAYATS • PANCHAYATS PROVIDE A STRONG SUPPORT TO THE PROGRAMME • RESOURCES OF THE PANCHAYATS ARE UTILISED TO IMPROVE INFRASTRUCTURE AND QUALITY OF MID DAY MEALS ETC • ORGANISE TRAINING OF SAHAYIKAS AND MANAGING COMMITTEES • SELECT ACADEMIC SUPERVISORS • RESPONSIBLE FOR OVERALL MANAGEMENT AND MONITORING OF THE PROGRAMME

WEAKNESSES AND PROBLEMS • PHYSICAL INFRASTRUCTURE HIGHLY INADEQUATE - MANY CENTRES DO NOT HAVE BUILDINGS • TRAINING OF SAHAYIKAS, MANAGING COMITTEES, PANCHAYAT MEMBERS TO BE STRENGTHENED – FUND & CAPACITY ARE MAJOR CONSTRAINTS • IRREGULAR & UNCERTAIN FLOW OF FUND – HONOURARIUM IS IN ARREARS • NEED FOR MAINSTREAMING THE SYSTEM AS A PARALLEL SYSTEM OF EDUCATION UNDER CONTROL OF THE PANCHAYATS
