  1. DOD SPECTRUM MANAGEMENT WORKSHOPNTIA ActivitiesDecember 14, 2011 Associate Administrator Office of Spectrum Management National Telecommunications and Information Administration

  2. Spectrum Inventory • History • Spectrum Resource Assessments • Federal Spectrum Use Summary • Legislative Status • Status of Work • Information Review • Security Review • Web and Report Presentations

  3. Fast Track Band Review • 1675-1710 MHz – NTIA recommends that top 15 MHz (1695-1710 MHz) be reallocated. • 1755-1780 MHz – This band (“DOD/FBI/ICE band”) is preferred by industry because it is used internationally for wireless broadband.  We removed it from fast track consideration because there are too many agencies, sensitive uses, and uses requiring redesign in the band to have completed the analysis by the October 1, 2010 fast track deadline. • 3500-3650 MHz – NTIA recommends that 100 MHz of this band be made available for wireless broadband. This is band is used for DOD tactical radars. Commercial use will be subject to exclusion zones along coasts and near a number of DOD training sites inland. • 4200-4220 and 4380-4400 MHz – NTIA recommends that the Administration move forward to reallocate these 40 MHz if a review determines that the systems do not use the entire band. Reallocation would require international regulatory action, which cannot be completed before 2016.  The bands are used for radio altimeters for aircraft safety.

  4. Presidential Memo: 10-Year Plan • Goal: 500 MHz to be made available for wireless broadband in 10 years • Memo did not designate this as coming from federal or non-federal spectrum • Memo did not designate whether the spectrum was to be exclusive or share • Memo did not designate whether it would be used for licensed or unlicensed broadband

  5. Actions • Study Program of over 2300 megahertz of spectrum • FCC listed 280 megahertz in its national broadband plan • Incentive auctions of broadcast and MSS spectrum • LightSquared spectrum • 700 MHz D Block • WRC 2012 proposal • Prioritization of bands • Study complete regarding 1755-1850 MHz (in interagency review)
