Problem Statement • The non-existence of a IM instrument is an impediment in quantifying progress on projects and progrmmes meant to address poverty alleviation and job creation,
Rationale for IM Framework • The purpose of the Framework is to measure the degree of change attributable to a particular initiative or intervention, therefore the Framework, • Traces and assesses outcomes of policy programmes and projects, • Identifies the unintended consequences of policies and projects, • Allow for early adjustment of policy designs • Adjusts policy targets in relation to the changing context
Approach • The Framework in its approach seeks to answer these five questions. • What will be monitored? • How will monitoring be done? • Where will the information be obtained from? • How will the results be presented (format)? • How will the results be used?
Objectives • This IM Framework seeks to: • Inform policy makers and implementers of the outcomes of their policy interventions • Provide an instrument that can be used for meeting the Department’s monitoring and evaluation function • Provides a way to work co-operatively with other departments in planning and achieving common policy goals • Streamline departmental oversight responsibilities over implementing agencies in the transport sector
Areas of Focus at Implementation Stage - Relevance and Quality of Design The appropriateness of project objectives to the problems that it was supposed to address -Efficiency of Implementation to Date The cost, speed and management efficiency with which inputs and activities were converted into results, and the quality of the results achieved. • Impact to Date The effect of the project on its wider environment, and its contribution to the wider objectives as outlined in the legislative framework( WP) • Potential Sustainability The likelihood of a continuation of benefits produced by the project. Sustainability begins with the project design and continues throughout the project implementation.
Shortcomings • Institutional Capacity • Data (un)availability/reliability/ownership • Silo operations( within and outside the Department)
