Challenges • Houses not available for electrification (Planning) • Late project approvals by municipalities (Council resolutions) • Municipalities commit to projects which will do not materialize/get completed in the financial year • Prolonged municipal procurement processes • Communication between Eskom and municipalities on project execution • Sourcing of Solar panels for SHS (international demand) • Compliance with DoRA from 2006/7: Eskom programme gazetted • Supply of funds outstripped by demand for projects

Challenges cont. • Unreliable statistics of schools with or without electricity. • Most schools, especially in the Eastern Cape are of mud, wood and corrugated iron and are regarded as temporary structures. • Low commitment on ownership and maintenance of the electrical infrastructure installed in schools – sustainability? • Most schools are prone to vandalism and theft • Rehabilitation of infrastructure installed over 12 years ago • Improvement of quality of supply • Meeting the thermal needs of households • Enhancing socio-economic impact

Interventions • In line with the DME universal access strategy the following will be undertaken in 2006: • Track socio-economic indicator to maximise impact • Actively participate in Municipal IDP’s • Streamline planning process with municipalities and Eskom • Initiate Municipal assistance programme • Closer co-operation with DoH on housing projects • Regional presence to assist municipalities during planning and implementation • Initiate a network rehabilitation program • Initiate programme to introduce modern thermal fuels like LP Gas, ethanol gel for cooking, heating

Examples • Institutional revamp • New regulatory framework (Electricity Regulation Act plus Amendment Bill) • Regulations focus on improving quality of supply (blackouts) utilising “carrot and stick” approach • Intergovernmental approach to collaboration • Municipal assistance • Rehabilitation of infrastructure and revenue enhancement pilots • Project finance approach with huge capital subsidy • DBSA • Special focus especially on 2010 and Project Consolidate cities

Examples • Electrification of schools and clinics • Private sector for audio-visual equipment • Alternative technologies used to fast track independently of grid availability • Departments of Health and Education -life cycle issues • Thermal energy for households • Demand side management initiative • Pilots to provide LP Gas • Tshwane Municipality

Examples • Electrification of households • Allocation of limited funds and IDP alignment • Process factors in technical, financial, political considerations • Provincial energy forums chaired by premiers • Training and “up-skilling” • Programme to involve unemployed graduates and new cadets • 50 located at metropolitan councils for technical skill transfer • Collaboration with SETA

Conclusion • Big potential in regard to skills development and job creation • Municipal assistance in planning, execution critical for success • Improve opportunity for integration with DoH and others • Meeting the thermal needs for cooking, heating still a challenge • Quality of supply and network reliability is now an issue • Non-electrification benefits (socio-economic impact) needs to be assessed to maximise impact on poverty
