Principles of an ecological settlement: • 1 hectare – 1 family – 1 house; • 1 settlement– 150-200 families; • The function of land – a farm allowing to build a house for one peasant; • Managing a farm based on the principles of ecological stability; • Allocating a 10% quota on land for immigrants
Purpose of the project: Creating and developing stable ecological settlements in Kazakhstan
Stages of the model 1. Formation of the stable settlements 2. Development of clusters and implementation of green technologies 3. Distribution of the practice on all levels
1. Formation of the stable settlements • Changes or additions to the current legislation on land; • Allocation of 170-250 hectares of land by the local authorities; • Planning the settlement and organizing utilities; • Selling an area of 1 hectare (not higher than $1000/ha); • Creating and registering social foundations; • Constructing ecologically clean energy-efficient houses; • Establishing socio-cultural aspects of life.
2. Development of clusters and implementation of green technologies Creating a national coordination center for ecological settlements Promoting the settlement’s ecologically clean production Developing the government’s economic policy on the ecological settlements Exchanging information, experience, practices and implementation of technologies Exchanging advanced international experience Developing general social scheme (education, public health) Creating new schools with ecological slant and promoting healthy life style
3. Distribution of the practice on all levels • Organizing a site for exchanging experience and demonstrating new methods and technologies; • Conducting regular practical seminars and exchange programs; • Creating and developing a network of ecological settlements in Central Asia; • Cooperation with other national and international networks of ecological settlements; • Designing methodical handbooks and instructional guides.
