European Standardisation • European Commission • Mandate M/390 to ESO’s on 12th July 2006 • ESO’s required by EC DG-TREN and DG-ENTER to collaborate with EUROCAE as technical competent body • Four CS’s: - SWAL - A/SMGCS - CDM - Interop FDP
European Standardisation • EUROCAE and the ESO’s • CENELEC - is now member of the ATMSCG - have not accepted the M/390 but may accept future Mandates • CEN - Protocol ready to be signed with EUROCAE - Working process established: EUROCAE assumes the technical responsibility CEN, EUROCAE and AFNOR (French national member of CEN) will form a Task Force (BT-TF191) to manage CS developments Kick Off on 23rd November 2006 in St Denis (Paris area) • ETSI - Accepts to work in close collaboration with EUROCAE and therefore to amend the agreement signed in April 2005 - Is only interested in CS’s where it has competencies (telecommunication) - Would like to integrate its experts in EUROCAE WG’s. - is not happy about the decision from the EC to have ATMSCG representing the European Standardisation activities in the ICB’s.
European Standardisation Provided attached to this presentation, the slides from EC DG-TREN (S.Halle) presented on 26th September2006 and organised by DG-TREN and DG-ENTERPRISE with participation of ESOs (CEN,CENELEC and ETSI) and EUROCAE. This presentation reminds the essential of the European Normalisation context, content and process.
ETSOs Contract from EASA to EUROCA ref.: EASA/R/2006/C11/01 Task 1: Provide assistance to the Agency in • Task 1A: - Validation of existing national equipment specifications (2007 rulemaking programme) - Development of a NPA in accordance • Task 1B: Review of comments received on the Task 1A NPA & development of a CRD. NPA and CRD shall be developed in accordance with the Agency procedures and tools
ETSOs Contract from EASA to EUROCA ref.: EASA/R/2006/C11/01 On time work to assist the Agency in assuring the correlation between CS-ETSO and FAA TSO (part of the 2007-2009 advance planning) • Task 2: - Preparatory work - Define and set up the rules and processes • Task 3A: Annual recurrent task: - systematic review of FAA TSOs, identify discrepancies between FAA TSOs and CS-ETSOs and undertake preparatory work to update CS- ETSO taking into account FAA TSOs, as required - development an NPA in accordance with the Agency procedures and tools The annual provision covers 10-15 TSO’s • Task 3B Review comments received on the Task 3A NPA & development of a CRD in accordance with the Agency procedures and tools;

ETSOs • Transposition of National Specifications (2/3): Drafting of an NPA proposing the introduction of five (5) new ETSOs based on existing National Equipment Specifications. • ETSO related to “Portable Gaseous Oxygen Supply (PGOS)” • ETSO related to “Crewmember Constant Flow Mask (CCFM)” • ETSO related to “Battery Based Emergency Power Unit (BEPU)” • ETSO related to “Airborne Systems for Non Required Telecommunication Services (in Non Aeronautical Frequency Bands) (ASNRT)” • ETSO related to “Geosynchronous Orbit Aeronautical Mobile Satellite Services (AMSS) Aircraft Earth Station Equipment”

EUROCAE WGs information (1/2) New WGs: - WG-75 Traffic alert Collision Avoidance System (TCAS) - WG-76 AIS and Meteo Data Link Services TORs amendments: - WG-51 ADS-B - WG-69 New EDs: ED-124 “Integrated Modular Avionics development Guidance and Certification considerations” is now ready for final approval ED-130 “Guidance to Airccraft Operators for Development of a Standardised PED Policy” is under approval process ED-126 “SPR/Interop for NRA ADS-B Application” is under approval process ED-84 “Aircraft Lightning Environment and Related Waveforms Standard” and ED-91 “Aircraft Lightning Zoning Standard” have been amended to be coherent with SAE equivalent documents.
EUROCAE WGs information (2/2) AGREEMENTS • MOU with SAE finalised. Will be sign this month • Protocol with CEN finalised; Should be signed beginning of Novemeber • Amendment of Cooperating Agreement with ETSI under discussion to comply with EC requirements.
