Enrollment • Enrollment Program • Deployment • All 149 Enrollment Centers open as of Sept. 17, 2008 • Technology • Homeport (New Hire Provision) available prior to October 2008 • Merchant Mariner Credential Integration (dependent on current rulemaking) for Q2 FY2009 • Statistics (as of 12 September 2008) • 531,457 Pre-enrollments • 497,928 Enrollments • 446,483 Cards Printed (as of 9/10) • 318,738 Activations • 33 Final Disqualification Letters

Compliance • TWIC Compliance for MTSA regulated facilities will be phased in based on Coast Guard Captain Of The Port (COTP) zones leading up to the new National Compliance Date of 15 April 2009. • MTSA regulated Vessel and Outer Continental Shelf Facility Owners and Operators must comply with TWIC no later than 15 April 2009. • Coast Guard Credentialed Mariners must obtain TWICs prior to 15 April 2009. Mariners may use their valid Coast Guard-issued MMD, License or COR, along with a valid photo ID, to be eligible for unescorted access in secure areas of any MTSA-regulated facility that has a compliance date earlier than April 15, 2009. • Individuals who fail to obtain a TWIC by the compliance date will be ineligible for unescorted access to facilities and vessels.

Other Updates • New Hire Provision • Document use of the New Hire Provision within HOMEPORT. • Owner/Operator/Security Officer must have Homeport account. • Functionality turned on by COTP zone prior to compliance date. • Outreach • Buy-in from Class 1 & short-line rail operators • Continuing to work with maritime industry to reach truckers • Enforcement • USCG in process of procuring hand-held TWIC readers for use during regular inspections & spot checks • Use readers to electronically verify credential authenticity and validity while enabling 1-to-1 biometric match of a transportation worker’s fingerprint to the template stored within the TWIC. • Reader Pilot Program: Addition of Magnolia Marine (Vicksburg, MS) and Kinder Morgan (Chicago, IL)
