WSL Treatment – Where We Are Today • Storage device (battery in this discussion) must be registered with ERCOT as a Generation Resource and Load Resource • EPS Metering Design Proposal must support the request for WSL treatment • WSL must be separately metered from all other facilities, including auxiliary facilities • Stored energy must be re-generated and sold at wholesale as energy or ancillary services
WSL Treatment Requests and Approval • Entities contemplating WSL treatment of battery charging should visit with metering groups at ERCOT and the interconnecting TDSP early in the process. • Detailed drawings illustrating the connectivity for the storage facility will be required for review. • It is recommended that discussions occur prior to beginning construction to identify any issues with the electrical connectivity of the proposed construction plan. • Early discussions will help identify any issues and allow for plans to be modified as needed prior to beginning construction
WSL Eligibility Questions - PUN and SOG • Generation Resource in a PUN • Should WSL treatment implementation extend to batteries that can self-serve PUN Load with the stored energy? • If yes, is there a method to ensure that stored energy is re-generated and sold at wholesale as energy or ancillary services? • Settlement Only Generator • Should WSL treatment implementation extend to non-dispatched generators? • If yes, should there be differentiation between a SOG that is co-located with customer load and one that only has auxiliary loads behind the metering point?
Battery with DC Integration – WSL Questions • DC integration of battery and solar • Should WSL treatment implementation extend to DC integrated units? • If yes, does this require DC metering so WSL is separately metered from all other facilities, including auxiliary facilities? • ANSI does not currently have an approved standard covering DC Meters or associated DC metering devices. • Impacts to TDSPs in ERCOT for DC meter testing and certification • If yes, should the WSL metering be located on the AC side of the inverter with the understanding that all auxiliary loads must be connected above the metering point. • This will result in WSL treatment for all energy requirements of the solar inverters when energy is flowing into the inverters through the metering point.
