How Is a Supervisory Grade Level Determined? • Must meet guidelines under GSSG. • Grade level assigned one level higher than base level work. • Oversee both technical & administrative responsibilities.
GSSG Standards for Supervisor • 25% of time dedicated to supervision • Supervision >25% of workload that’s mission critical • NOTE: (3) FTE’s for required for FLM & (1) must be FLO
How Are the (3) FTE’s Determined? • Each FLO = (1) FTE • Each Federal PT = (1) FTE • Each County PT’s – >25% FLP work – total % = (#) FTE • 75% = (1) FTE
How Are the (3) FTE’s Determined? (Cont’d) Example • Federal PT = 100% • (3) County PT – 25% = 75% • (1) FLO = 100% • Total – 275% = 2.75 FTE (meets standard minimum of (3) FTE
What Happens When Grandfathered GS-12 [Supervising < (3) FTE] Retires/Separates? • Position is “incumbency only” • position disappears and, if ceilings allow, new position is evaluated • Supervision is transferred to another FLM
May a GS-11 FLO Supervise Subordinate Employees? • Yes, when geography & other conditions preclude supervision by FLM • FLM retains authority • FLO may provide input on performance appraisal
Options in Placing FLM’s in Positions Identified in State Action Plans • Reassignments • Fill vacancies • Non supervisory FLM to supervisory positions
Criteria for GS-12 Directed Reassignments Outside Commuting Area • According to State Action Plans • Based on workload • KCHRO works w/State to ensure no disparate treatment
Grandfathered GS-12 Declines Directed Reassignment • Directed reassignment rules apply • Discontinued service retirement • Non-eligible separated from service
Criteria for Filling GS-12 Supervisory FLM Positions in the Future • State reviews Action Plan • Consider options (directed reassignments) • DD certification of position meeting GS-12 supervisory criteria
Documentation needed for SF-52 When Requesting “Vacancy Fill” for Supervisory FLM Position Certification Statement “This position meets the criteria for the GS-12 Supervisory FLM, i.e. that 25% of the position’s time is spent performing supervisory functions and the position supervises three (3) or more FTEs, at least one of which is a GS-11 FLO.” NOTE: Also include who or what positions make up the other 2 FTEs.
