Definition of Substantial Damage Damage of any origin sustained by a structure whereby the cost of restoring the structure to its pre-damage condition would equal or exceed 50% of the market value of the structure before the damage occurred. “Any origin” refers to any natural or man-made hazards. (“Damage is damage”)
Why Make SD Determinations? • Communities that participate in the NFIP are required to determine if structures have SD after a damage event. • This applies to all structures within the Special Flood Hazard Area (SFHA, or 100-year floodplain). • Recommend evaluating damages outside the SFHA after the main SDE inventory is complete.
Why a Substantial Damage Rule? • Few private insurers can afford to offer flood insurance. • NFIP offers coverage that would otherwise be unavailable. • In return, communities must reduce future risks in flood hazard areas to: • New construction. • Substantially improved structures.
Purpose of SDE Inspections • To estimate damages in order for a community to determine if the overall percent damage of a structure is above or below the NFIP required 50% threshold for Substantial Damage (SD). • The determination must be reasonable and defensible. • The tool allows local officials to quickly collect the data required to determine substantial damage in a formal, documented manner.
