Project purpose Milestones Key questions and discussion Where to next Today
Project Purpose • Overseer is not used for purposes for which it was not designed • Key issues are approached with consistency by those using Overseer • There is increased understanding about Overseer and its limitations in setting and managing to water quality limits • There is an increased level of interaction and partnership in the ongoing use of Overseer in policy • There is decreased uncertainty and increased alignment in the use of Overseer in setting and managing to limits
Milestones and timelines • Information collection, draft project requirements and scope – 30 November 2013 • Liaison and testing ideas with regional council staff, co – owners, Overseer experts and industry – November/December 2013 – January/February 2014 • Forum with regional council staff /experts/co-owners – February 2014 • Assessment of project milestones, requirement for further guidance and formal communication with regional councils – March 2014 • Development of further guidance if required and ongoing communication/liaison - June 2014 onwards
What is not in scope • Discussion and guidance on other models • Technical updates, Governance and management of Overseer • Nutrient(load) allocation and limit setting methodology (although discussion on Overseer role in that is important and within scope)
Key Questions • What is the place of Overseer in setting and managing to limits? • Are Overseer estimates good enough to estimate compliance with a property based nutrient discharge limit? • How should Overseer uncertainty be accounted for in rules? • How should version updates of Overseer be managed? :
Where to now – what do you see as being a useful approach? What work or information is needed?
