Turkey is one of the pilot countries selected by EPO in order to create IP Awareness Campaign topromotethedissemination of IP Knowledge in Universities, in cooperationwithEuropean Patent Office (EPO), Turkish Patent Institute (TPI), OHIM, with Ege University Science and Technology Center (EBILTEM) as the nationalcoordinator.

  3. Road Maps to promote the dissemination of IPknowledge in Universities: Goals; • Raise the current level of awareness and knowledge on Industrial Property Rights (IPR) in Turkish Universities. • Integration of IP coursesat different levels into university curriculums • Integration of IP in knowledge transfer activities of the universities • Establishment and improvement of IP Offices and TT Offices within the universities.

  4. TargetAudience: • Universities, • University students, • Researchers (PhD, post-docs and other researchers), • Academic staff, • Technology Transfer Office staff, • Patent Information Center staff.

  5. Road map when implemented is expected to achieve the following results: • Substantial increase of the critical mass of IP specialists and teachers in universities; • Increase of number of students in Law, Economics, Business, Engineering and Science receiving IP education / training during their University studies; • Enhanced networking and cooperation between university IP Teachers and and between Technology Transfer Offices (TTOs) both at European and national level.

  11. 0.2 Define responsibilities of members • By-laws defining the operational principles and the working procedures of the Steering Committee have been written. 0.3 Liaise with various thematic groups/networks • Liaisons have been formed with University – Industry Centers Platform (USIMP), Research based Intangible Assets Platform (ARTEV), Association of University Technology Managers (AUTM), Izmir Regional Development Agency (IZKA), Aydin Innovation Platform.

  12. 0.4 Provision of support from Steering Committee members for requesting/coordinating requirements • Support has been received from Steering Committee members for: • Revision of the Road Map • Development of the Bylaws, • Identification of the performance indicators, • Development of the IPR survey, • Realization of the IPR survey, • Implementation of the awareness events, • Identification of the volunteer trainings, • Organization of training events, • Organization of presentations to University Senates.

  13. 0.5 Coordinate and follow-up road map implementation • Road Map has been revised and approved by Steering Committee. 0.6 Keep Steering Committee and the representatives of the other universities in the regions informed of new developments • 1 Steering Committee (21 Sep. 2011) and 2 Regional Coordinators meetings (23 December and 28 February) have been organized. • A mail group has been established to facilitate speedy exchange of information and distribution of announcements amongst the Steering Committee members. • Steering Committee and network members as well as other Universities are able to get information about the new developments via the official web site (patentvadisi.gov.tr)

  14. M1: Sharing of best practices, coordination of inter-university communication for building on experiences and supporting excellence

  15. 1.1 Organize a Steering Committee and kick-off meeting • The kick-off meeting of the Steering Committee was held at the Turkish Patent Institute on 21st of September 2011. 1.2 Establishment of “National IPR Network” between Turkish Universities • Synergy has been created with IP Awareness Campaign Project coordinated by TPI and NETVIZYON. • Meetings (10 December 2011 and 23 January 2012) were held to coordinate activities. • http://patentvadisi.gov.tr web page has been established for sharing up-to-date news and events between Turkish Universities.

  16. 1.2.2 Administrate, update and execute “National IPR Network” • NETVIZYON is responsible for the management, update and maintenance processes of the http://patentvadisi.gov.tr together with TPI. 1.3 Identifying current situation by survey • Two pilot surveys was conducted during the periodic meetings of the “Engineering Deans’ Council” to provide insight to the survey to be developed to determine the state-of-the-art of IPR Awareness in Turkish Universities. • A pilot survey was carried out amongst Mediterranean Region University staff.

  17. 1.3 Identifying current situation by survey • Consequently, a “Due Diligence Survey on Industrial Property Rights (IPR) in the Turkish Universities” was prepared over the www.surveymonkey.com system with the coordination of EBILTEM and TPI and a notice was distributed to all University Rectorates to be completed by the Heads of Departments. • 2985 responses have been received up till January 18, 2012. 1.4 Identify technical support needed to be requested from EPO or TPI • Technical and financial support request has been sent to EPO.

  18. M2: Establishment of IP Policy and Awareness at universities

  19. 2.1 At National Level 2.1.1 Select focal points at universities • 7 Regional Coordinators and 27 Regional Representatives have been selected. 2.1.2 Organize IP summit (Rector’s Conference) • Will be organized under the IP Awareness Campaign project by NETVIZYON and TPI. 2.1.3 Organize awareness activities in selected universities • Turkish Patent Institute organized “Patent Information Days“ in Firat University-September 2011, Ege University and Akdeniz University-December 2011 • 23 IP awareness events have been organized so far.

  21. 2.1.3 Organize awareness activities in selected universities • Presentations were made to University Senates as part of Awareness Activities: • 17 January 2012 : Ege University • 30 March 2012: Karadeniz Technical University • 9 March 2012: Izmir Universities Platform comprised of Rectors of 9 Universities • 05 June 2012:Mersin University • A presentation was made to the Engineering Deans’ Council Of Turkey (MDK) during their bi-annual meeting on May10, 2012, in Izmir.

  22. 2.1.4 Dissemination of new model on increasing the effect of patent applications in academic promotions • A new model was introduced for Turkish Academic Promotion System, in which filing, publication, search report, examination report and granted of patent will be evaluated separately. TPI is coordinating this with Higher Education Council and State Ministries. 2.2. At University level • Ankara University Intellectual Property Rights Research and Application Center-FISAUM, carried out free seminars and certificate programs open to general public and university students. • 2 brochures have been prepared and 4 trainings have been organized by Ege University targeted at University students.

  23. 2.2.1 Establishment of Committees or Boards at university level to increase IPR Awareness and definition of tasks • Presentations to University Senates of Ege University (17 January 2012), Karadeniz Technical University (30 March 2012) and Mersin University (5 June 2012) were realized. • A presentation was made to Izmir Universities Platform comprised of Rectors of 9 Universities in Izmir (9 March 2012) • These presentations will be continued followed by formation of committees at University level.

  24. 2.2.2 Organize activities like seminars, workshops and conferences with the attendance of students and academicians • “IPR in Biotechnology” seminar at Biotechnology Days organized by Ankara University (18 October 2011) • Patent training was organized for entrepreneurs and academicians by TPI at Izmir Technology Development Zone. (16 February 2012) • “Inventions and IPR” conference was organized at Ege University (3 May 2012) • “IP Management at Universities” international conference was organized by Bogazici University (16-18 May 2012) • “Agriculture and Industry Workshop” in Gaziosmanpasa Univ. and Governorship of Tokat. (26 April 2012) • “Patent and Trademark” seminar at Gazi University (9 May 2012)

  25. 2.2.3 Develop IPR Policy in the University • A sample document has been developed to be used as a template for «IPR Policy of Universities» in Turkey. • IPR policies in universities will be implemented after the revision of Turkish patent law is passed through the Parliament. 2.2.4 Enhance IPR Awareness in different units within universities • This was realized at each university visited by the RMC, as part of the “awareness activities”.

  26. 2.2.5 Incorporate IPR awareness activities into the different activities organized in universities • The course of “National and International implementations of Intellectual Property Rights” that was organized by Ankara University IPR Research Center (FISAUM). (5 March - 4 May 2012) • “Middle Anatolia Career Submit” that was organized by Kirikkale University Industrial Engineering Department. (27 March 2012) • A seminar entitled “Patent Application Processes” (05 April 2012). This seminar has been given under the course of “Creativity, Inventiveness and Entrepreneurship in Science” at DokuzEylul University. • Robotic Olympics (ITURO) that was organized by Control and Automation Club of Istanbul Technical University in order to give information about IP issues. (12 - 14 April 2012) • Career Days at Karadeniz Technical University (20 April 2012 ) to 120 students.

  27. 2.2.5 Incorporate IPR awareness activities into the different activities organized in universities • “2. R&D Brokerage Event for Energy and Environment Technologies” that was organized by Yildiz Technical University. (29 - 30 May 2012) • “Patent Protection for Pharmaceutical Inventions and Practice of Expertise” symposium that was organized by Acibadem University. (31 May – 1 June 2012) • “Patent Protection for Bio-products and Fermented Products” seminar that was organized by the community of Biotechnology and Gene Sciences at Canakkale University. (20 - 24 June 2012) • “Aegean R&D and Technology Days – University Patent competition”will be organized by Ege University with support from TPI, EPO, TUBITAK, ELGINKAN Foundation (28-30 November 2012) 2.3 At Relevant Higher Education Programme Level 2.3.1 Select representatives • Volunteers from universities as trainers have been identified in 4 regions.

  28. M3: Establishment of Short Training Modules (Certificate Programmes)

  29. 3.1 Establishment of Training modules 3.1.2 Develop flexible training modules through utilizing “WIPO Distance Learning” and “EPO Teaching Kit” • Translation of EPO teaching kit has been completed and will be disseminated. 3.2 Training of trainers 3.2.1 Identifying the group of trainers to be trained • “Volunteer Trainers” from Universities was determined from different universities, from Aegean Region, Blacksea Region, Marmara and Mediterranean.The lists have been sent to RMC. 336 volunteer trainers have been registered so far.

  30. 3.2.2 Establishing training programmes for trainers • “EPO Teaching Kit” was introduced inIstanbul (Bogazici University-15 April 2011 and 13 March 2012) through collaboration of TPI and EPO.100 academic personnel from different universities participated in the courses • A Train the Trainers program for Universities and TTOs entitled “IP management Training for Universities and TTOs” with the support of WIPO in Istanbul between 13-15 September 2011. • “Patent Teaching Kit - Train the Trainer” programme was held in Trabzon and Samsun: Karadeniz Technical Univ. (23 May 2012) and OndokuzMayıs Univ. (21 May 2012) with TPI experts. • “Patent Teaching Kit - Train the Trainer” programme is planned in Central Anatolia, Marmara, East Anatolia and Mediterranean Regions at the end of June 2012

  31. M4: Establishment of multidisciplinary advanced programmes leading to IP specialists

  32. 4.1 Develop Training Programmes with Minimum Standards addressing the Common Needs of the Different Disciplines 4.1.1 Design graduate training programmes, based on the proposals for courses on IPR • TPI established an «IP Academy» in collaboration with WIPO. 4.1.2 Start the necessary actions at the Higher Education Council and at University level to initiate graduate programmes • TPI is coordinating all efforts at Higher Education level.

  33. 4.1.3 Launch advanced interdisciplinary graduate programmes in selected institutions for the training of IP professionals • A significant progress has been made in launching international IP masters program at a university in Turkey with WIPO. • Bilkent university (Ankara) has been selected among many interested ones and now WIPO experts will pay a visit to start the project. • Program will accept students from Turkey and from other regional countries. • IP Academy established in collaboration with WIPO will start graduate training programmesin the Spring Term – 2013.

  34. 4.2 Establish joint degree possibilities 4.2.1 Sign cooperation protocols with the universities abroad through the EPO and WIPO • Cooperation possibilities with EPO and WIPO are being pursued by TPI 4.3 Distance learning 4.3.2 Selecting universities for pilot applications • Ankara University has been identified as pilot university. 4.3.3 Establish distance learning programmes • E-learning Certificate Program of “Technology, Creativity and Intellectual Property” will be started on 18 June 2012 in collaboration with Ankara University Distance Education Center and Ankara University IPR Research Center.

  35. 4.4 Accreditation by International Bodies 4.4.1 Accreditation of the developed graduate programmes by international institutions • Negotiations on developing a curriculum with minimum standards are continuing between TPI and The Council of Higher Education. 4.5Career opportunities in the field of IP in Turkey and in Europe 4.5.2 Disseminating career opportunities for IP oriented profiles via. using website of National IPR Network • Discussions about possible career opportunities by TPI Personnel Dept.to 120 students during Career Days at Karadeniz Technical University (20 April 2012 ) organised by Business and Economics Club.

  36. M5: Capacity improvement of TT/IPR offices and Infrastructure Building for New Ones

  37. 5.1 Capacity Improvement of Patent Information Centers within Universities and Establishment New Ones 5.1.1 Identify support needed • Collaboration with IPR Help-Desk and PATLIB, 5.1.2 Identify and share best practices from universities • “Reorienting Patent Information Centres” pilot project by EPO and TPE, continued at Ege University (EBILTEM) 5.1.3 Establish new “Patent Information Centers” • 49Patent Information Centresalready active in Turkey (out of which 26are at universities) • Support Units have been established at Ankara University and Gazi University providing one to one consultation.

  38. 5.2 Capacity improvement of universities for establishment of TT offices within universities 5.2.1 Identify support needed • A survey comprised of 26 questions was carried out to determine the nature organization of the structure, existing problems, expectations and suggestions for the solutions. It was completed by 61 existing Technology transfer offices. The results of the survey have been prepared as a report providing picture of the existing situation in Turkey. • A workshop and a search Conference was organized by attendance of TT Officers in Ankara Chamber of Industry with support from Association for Technology Development Regions (TGBD) and University Industry Centers Platform (USIMP) to identify existing problems and needs of TT offices.– 27 April 2012.

  39. 5.2.2 Share best practices from TTOs • Input for best practices was received from TT offices during the workshop held on 27 April 2012. 5.2.3 Establish the required infrastructure (Human resources and organizational and strategic factors, TTO performance criteria, determination of policies and procedures, business model creation) for the establishment of the new TTOs, • 3 workshops to determine the best model suitable for Turkish TTOs were organized in Istanbul at ARTEV (27 February 2012), in Ankara at TPI (28 February 2012) and at Turkish Union of Chambers and Exchange (TOBB) - 29 February 2012 with support from AUTM experts and with 112 participants from 55 different institutions. • Training of Trainers for TTO officers was held in Izmir at Aegean Region Chamber of Industry (EBSO) between 24-26 May 2012 with support AUTM experts and USIMP with participation of 61 participants from 48 different institutions. • Necessary legislation for the establishment of TTOs in Turkey is being formulated by TUBITAK, Ministry of Industry and other related offices under the coordination of Science and Technology Supreme Council (BTYK).

  40. M6: Simplifying the Procedures for the Commercialization of Inventions Generated By Universities (Including The Establishment Of Spin-Offs)

  41. 6.1. Identify existing problems through a survey • Necessary legislation for the establishment of TTOs in Turkey is being formulated by TUBITAK, Ministry of Industry and other related offices under the coordination of Science and Technology Supreme Council (BTYK). 6.2 Prepare state of the art report of National IPR Status • The results of the «Due Diligence Survey on Industrial Property Rights (IPR)»conducted among the Turkish Universities” have been analyzed and final report has been prepared by EBILTEM and will be submitted to TPI in June 2012.

Mid-term Plans: • Developingshort Training Modules for different levels and disciplines, • Introducing IPR Introduction topics and courses into the curriculum of undergraduate and graduate programs, • Including IPR issues into the Engineering Programmes’ Accreditation Criteria of the Association for Evaluation and Accreditation of Engineering Programs’ (MÜDEK), • Developing suggestions for improving the capacity of existing “Patent Information Centers” and “Technology Transfer Offices” within the universities, • Completing the infrastructure preparations for establishing new “Technology Transfer Offices”, • Proposing a new system to increase the effect of patent applications in academic promotions,

Long-term Plans: • Initiating Multidisciplinary Advanced Graduate ProgrammesLeading to IP Specialists • Establishing Lifelong Learning and distance learning programs with international cooperation, • Initiating procedures for the accreditation of the developed Programmes, • Creating and disseminating career opportunities for IP oriented profiles in Turkey and Europe, • Simplifying the procedures for the commercialization of inventions generated by Universities (Including the establishment of Spin-Offs)
