Summary of Policies & Procedures • Based on the criteria in 34 CFR 646.22, PE points will be awarded under the FY 2015 competition to SSS projects operating during project years 2011-12, 2012-13, and 2013-14. • A SSS grantee may earn up to a maximum of 15 PE points for each year assessed. The final PE score is the average of the scores for the three project years assessed. • Objectives and Point Distribution:
Summary of Policies & Procedures (cont’d.) • The awarding of PE points for the 3 project periods will be calculated based on: • The approved number of participants to be served. • The project’s approved objectives. • The student-level data the grantee submitted in its annual performance report (APR). • The Department does not clean or change any of the student-level data the grantees submit and will not accept any changes to the APR data submitted in prior years. • If a project served less than 90% of the approved student number, the project is not eligible to receive any PE points in the year PE is being assessed.
Summary of Policies & Procedures (cont’d.) All SSS grantees who have been funded in the current grant cycle (2010-15) and who have submitted an APR are eligible to earn PE points for: Funded Number Persistence, Good Academic Standing, and Graduation/Transfer Objective 4-year Institutions Projects first funded in 2010-11 are not eligible to earn PE in any of the assessment years for the bachelor’s degree completion objective because no data is available to establish the cohorts. 2-year Institutions Projects first funded in 2010-11 are not eligible to earn PE in assessment years 2011-12 and 2012-13 for the graduation/transfer objective because no data is available to establish the cohorts.
Funded Number Criterion • The project served the approved funded number of participants (i.e., actual number served must be greater than or equal to the approved number funded to serve) Example of Funded Number Criterion Calculation * Field #22, sum of options 1, 2, 8, and 9
Persistence Objective and APR Fields Used Objective: • The percent of all participants served by the SSS project will persist from one academic year to the beginning of the next academic year or graduate and/or transfer from a 2-year to a 4-year institution during the academic year.
Persistence Calculation Calculation: The denominator is the greater of the approved funded number of participants to be served or number of participants served. Approved number of participants to be served is from project’s approved objectives. Number of participants served is derived from Field #22, Participant Status, options 1 (new), 2 (continuing), 8 and 9 (new summer). The numerator is derived from Field #34, Persistence Status (at the beginning of the next academic year), and is the sum of all participants served who met the parameters for either 2-year or 4-year institutions.
Persistence Calculation (cont.) • For 2-year Institutions: • 1 = Enrolled at grantee institution • 2 = Graduated from the grantee institution with an associate's degree or received a certificate and transferred from a 2-year to a 4-year institution • 3 = Transferred from the grantee institution (i.e., 2-year) to a 4-year institution without receiving an associate's degree or certificate • 4 = Graduated from the grantee institution with an associate‘s degree or received a certificate but did not transfer to a 4-year institution • For 4-year Institutions: • 1 = Enrolled at grantee institution • 5 = Graduated from the grantee institution with a bachelor‘s degree or equivalent

Good Academic Standing Objective and APR Fields Used Objective: • The percent of all enrolled participants served by the SSS project will meet the performance level required to stay in good academic standing at the grantee institution.
Good Academic Standing Objective Calculation • Calculation: • The denominator is the greater of funded to serve or numbers served. • Approved number of participants to be served is from the project’s approved objectives * • Number of participants served is derived from Field #22, Participant Status, options 1 (new), 2 (continuing), and 8 (new summer, earned college credits) • The numerator is derived from Field #24 and is the sum of all participants served who were in good academic standing (Option 1). * When using the “funded number to serve” as the denominator subtract, from funded number to serve, any students whose participant status is New Summer participant—Did not Earn College Credits (i.e., field #22, option 9).

Graduation Objective and APR Fields Used for 4-Year Institutions Objective: • The percent of new participants served each year will graduate within six (6) years. * The cohort year is based on the corresponding assessment year. For example, for PE assessment year 2011-12, the corresponding student cohort year is option 8 (2006-07) of field #21. For more detailed information, please refer to the next slide.

Graduation/Transfer Objective and APR Fields Used for 2-Year Institutions Two Part Objective: • (Part 1) The percent of new participants served each year will graduate with an associate's degree or certificate within four (4) years. • AND • (Part 2) The percent of new participants served each year will transfer with an associate's degree or certificate within four (4) years.

Part 2 -- Graduation/Transfer Objective and APR Fields Used for 2-Year Institutions Each project will be required to indicate which interpretation of part 2 of the graduation/transfer objective’s wording was followed when the project established the objective rate for graduation and transfer of new participants served each year who would transfer with an associate’s degree or certificate within four (4) years. Projects will NOT be allowed to change their selection within the same grant cycle to maintain consistency in calculating PE points. Once an interpretation choice has been made in the 2011-12 APR, the decision cannot be altered, revised or changed for the remainder of the grant award cycle. The interpretations of the two options for part 2 of the graduation/transfer objective follow:
Part 2 -- Transfer Objective Option 1 (2-Year Institutions Only) Part 2; Option 1:The total number of new participants in the respective cohort served each year will transfer with an associate’s degree or certificate within four (4) years will serve as the denominator. The numerator will consist of the new participants in the respective cohort who achieved an associate’s degree or certificate within four (4) years.

Part 2 -- Transfer Objective Option 2 (2-Year Institutions Only) Part 2; Option 2:The number of new participants in the respective cohort who attained an associate’s degree or certificate within four (4) years would become the denominator and includes students who attained an associate’s degree or received a certificate and transferred from a 2-year to a 4-year institution. The numerator will consist of those students who transferred to a four-year institution within four (4) years.
